Organizational Context and Scope
Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Programmes (Recovery & Development), and in close coordination with Regional Thematic Specialists at the Regional Office in Vienna and relevant Divisions/Departments/Units at Headquarters, the Programme Officer (Peace and Recovery) for the Transition and Recovery Unit (TRU) will be responsible for managing, coordinating, and overseeing the activities of TRU in IOM Ukraine.
The successful candidate is focused on maintaining and building the capacity of the unit’s personnel, liaising with relevant partners, government officials, and donors, effectively implementing projects and project activities within the unit’s field, and providing strategic direction for the unit’s development. The TRU is currently comprised of three main programmes: (a) Community Participation and Cohesion, (b) Peace, Security and Human Rights, and (c) Veterans’ Reintegration. The thematic areas of work encompass community stabilization, durable solutions, early recovery, violence prevention, peacebuilding, reintegration of ex-combatants, inclusion of displaced populations in democratic processes, reparations, and transitional justice.

Strong leadership and team management skills, with the ability to lead multi-disciplinary teams and manage performance in complex operating environments;Sound understanding of humanitarian–development–peace (HDP) nexus programming, including transition from emergency response to early recovery and longer-term development;Knowledge of Ukraine and/or Eastern Europe regional dynamics, including displacement, recovery, and social cohesion issues, is an advantage.Excellent programme and portfolio management skills, including planning, prioritization, financial oversight and risk management;Proven ability to engage strategically with donors, government counterparts, UN agencies and civil society, and to build and maintain high-level partnerships;Strong analytical, drafting and presentation skills, including the ability to prepare donor-grade reports, proposals and strategic briefs;High level of political and conflict sensitivity, with demonstrated ability to operate in fragile, volatile and politically complex environments;Sound knowledge of results-based management, monitoring and evaluation systems, including use of data for programme steering and accountability;Good knowledge of UN systems, coordination mechanisms and humanitarian–development frameworks;Strong negotiation and communication skills, including in inter-agency and government settings;Ability to work under pressure, manage competing priorities and meet tight deadlines; and,Excellent interpersonal skills and ability to work in a multicultural, multi-stakeholder environment.Languages

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) and/or Ukrainian is an advantage.
