Context

Under the overall supervision of the Chief of Mission (COM) and in coordination with the Regional Thematic Specialist (RTS) for Immigration and Border Governance (IBG) at Middle East and North Africa (MENA) Regional Office, the Programme Officer (IBG) will act as Cooperation on Migration and Partnerships to Achieve Sustainable Solutions (COMPASS) Migration Partnership Fund (MPF) and CAPACITY project manager and will also provide technical assistance to government institutions on IBG and Legal Identity related matters and manage projects related to the mentioned subjects. 

Manage the implementation of the “Strengthening Cooperation on Migration Management in Algeria” under the COMPASS-Migration Partnership Fund and the IBG Project under CAPACITY–the Danish Migration Management Programme 2024-2029”, in full compliance with donor requirements and national guidelines and in coordination with other Heads of Units namely Protection/Assisted Voluntary Return and Reintegration (AVRR), health etc.Contribute to the development, and plan and coordinate the implementation of the IBG Programme’s technical assistance, project development and research portfolio in Algeria, ensuring alignment with national priorities, IOM standards, and donor requirements.In coordination with the COM and National Liaison Officer, provide inputs to relevant ministries and institutions on migration governance issues, in line with Algeria’s national priorities. This includes initiatives related to visa and admission processes, legal identity, migrant regularization, border governance, registration and readmission programmes.Develop and implement IBG capacity-building initiatives for government officials, including curriculum development, training, technical workshops, study visits and peer exchanges.Analyse migration policy trends, institutional developments, and legal frameworks to identify gaps and opportunities for reform. Prepare background notes, talking points, briefing materials, and other relevant information for the COM to support informed decision-making by IOM.Build and maintain partnerships with UN agencies, government, civil society, and other stakeholders to support the effective implementation of migration research and technical assistance initiatives. Liaise regularly with key ministries and agencies, to ensure strong institutional relationships and follow-up on agreed actions.Support the design of new projects and funding proposals, as well as project extensions, focused on IBG institutional strengthening.Contribute to donor reporting and communication of results related to IBG government support.Provide technical guidance and review on policy and assistance components of IBG projects, including support to staff and capacity-building efforts.Coordinate, guide, and monitor the activities of the IBG Unit in accordance with current budget allocations and identified programme needs.In close coordination with the Supply Chain Unit, monitor and follow up on the procurement process for IBG equipment to ensure timely and compliant acquisition.Provide supervision and guidance to IBG staff and consultants.Undertake travel duty as required to strengthen, coordinate and/or support programme implementation.Perform such other duties as may be assigned.

Education 

Master’s degree in Migration Law, International Relations, Political Science, Social Sciences, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.

Experience

Proven experience and technical expertise in migration management, with a strong focus on immigration and border governance. This includes Legal Identity (LI), consular support, registration programmes, technical assistance to law enforcement agencies, and cultural mediation support to law enforcement agencies;Experience in the analysis of international and national legal frameworks related to asylum, immigration and border governance;Experience in liaising with governmental authorities as well as with national, international and diplomatic institutions; Sound and proven understanding of internal and international migration issues in the country and in the Region;Experience in organizing consultations, workshops, trainings and seminars with high level Government representatives, UN agencies and stakeholders;In depth knowledge of the broad range of migration related subject areas such as policy and health dealt with by the Organization, including a sound knowledge of Assisted Voluntary Return and Reintegration (AVRR) programmes at both national and regional levels;Knowledge of UN, EU and bilateral donor programming as well as PSP (Private Sector Partnerships); Experience in Programme Support Unit (PSU) functions, including Project Development, Information Management, Donors’ Liaison, Donors’ briefings, and reporting;Experience in IOM/UN Project and Budget Management;Experience in IOM/UN Procurement Processes, with a specific focus on high-value equipment purchases and their allocation to government entities or partners;Proven experience in setting up teams and managing recruitment processes; and,Experience in Immigration, Visas and Readmission (IVR) Programmes is an advantage.

Skills

Proven ability to establish and maintain strong working relations and negotiate with relevant Government counterparts, international organizations, partners and other relevant stakeholder;Detailed knowledge of the UN System, Non-Government Organizations (NGOs) and other international organizations/institutions operating in Algeria;Knowledge of migration data, migration patterns in Algeria and in the MENA region;Excellent leadership, coordination, and staff management skills;Good knowledge of human and financial resources management;Demonstrated conceptualization, analytical and writing skills;Demonstrated communication, organizational and interpersonal relationship skills; and,Ability to meet deadlines and work under pressure with minimum supervision.
 

Languages

IOM's official languages are English, French and Spanish. 

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French, and another official UN language (Chinese, Russian and Spanish) is an advantage.
