Project Context and Scope
The Programme Officer (Education) will be responsible for strengthening the capacity of the education system to deliver quality education by empowering and enhancing the TVTC teaching workforce. The selected candidate will need to assess the existing gaps and carry out the necessary training to fill the identified gaps; improving the teaching staff’s skills in line with modern occupational standards such as integration of gender responsive pedagogy and effectively utilising technology to ensure high-quality lesson delivery and improved student engagement.
As such, the IOM Yemen Mission seeks the services of an experienced and qualified education specialist who can provide sound expert technical guidance to various local partners including local authorities as well as directly to the TVTC staff.
The consultant will develop an Expression of interest (EOI) in line with IOM’s procurement policy that is aimed at attracting all potential vendors in the local context of Yemen.

Peace and Recovery Unit (reporting directly to the Programme Officer (Peace and Recovery)).
Tasks to be performed under this contract
Develop and submit an inception report outlining the detailed methodology, workplan, and timeline with the key deliverables. The methodology used will be responsive and adaptable to the context and needs.
Conduct an in-depth needs assessment including a review of the existing training modules and review of the current TVTC staff capacity to identify key capacity gaps and needs to be addressed through the training. Compile the findings into a Neds Assessment Report.
Based on the needs assessment findings, contextualise and develop the draft key modules of the training.
Present the draft key modules to IOM and other local partners (as relevant) to finalise the curricula based on the feedback provided.
Develop the relevant training materials including trainee handouts, slide decks, pre- and post-tests, evaluation tools, lesson planning tools, guidance for inclusive teaching and learning practices, trainer guidelines, etc.

Lead the delivery of the capacity-building training for TVTC staff, in alignment with the approved training materials and curricula.
Support monitoring and documentation of implementation by gathering participant feedback, identifying good practices, and evaluating the impact of the capacity-building training through the approved pre- and post-tests.
Submit a comprehensive report (in English and Arabic) that highlights the identified needs and gaps of TVTC teaching staff, and the results (progress) of the capacity-building training which includes all processes, key findings, and recommendations for the future.
Other tasks as assigned by the Programme Officer (Peace and Recovery). Performance indicators for the evaluation of results

EducationAn advanced University degree in Education, Curriculum Development, Social Sciences, or any other relevant discipline.
The candidate should attach proof of a valid teacher training certificate to their application, if relevant.
ExperienceA minimum of five years of practical experience in teacher professional development, curriculum development, or a similar teacher training role is required.
Previous experience in teacher training or instructional design, and familiarity with current best practices and modern pedagogical practices, is required.
Prior experience in designing, developing, and delivering capacity-building curricula and tools for teacher training purposes is highly advantageous.
Prior experience working with an international organisation or government education programmes is an advantage.
SkillsExcellent writing skills, presentation, and overall communication skills in English and Arabic are a requirement, with the ability to communicate detailed concepts clearly and concisely both verbally and in writing.
Excellent knowledge of Microsoft applications, such as Word, Excel, PowerPoint, Teams, etc. is essential.
Experience with liaising with national authorities, international and/or national organizations is desirable.
Strong understanding of gender responsive pedagogy and integration of technology in education is highly advantageous.
Familiarity with the local education context, policies, and cultural dynamics is required.
Very good organisational and facilitation (training delivery) skills are required.
Ability to work under pressure, consistently delivering high-quality work, and commitment to work within a tight timeframe, is essential.
LanguagesFor this position, fluency in both English and Arabic is required (oral and written).
