As of May 31, 2024, the Democratic Republic of Congo (DRC) is currently hosting 526,249 refugees, with the majority located in the provinces of Ubangi, Ituri, and Kivu. Additionally, there are over 7.3 million internally displaced persons (IDPs) in the country, primarily situated in the provinces of Ituri, Kivu, and Tanganyika.
UNHCR is actively involved in leading efforts to protect and provide shelter, non-food items, and camp coordination and camp management (CCCM) for IDPs. Working in collaboration with various partners, UNHCR plays a vital role in supporting the government to ensure the safety and assistance of IDPs, while also working on durable solutions where possible.
When it comes to refugees, UNHCR is spearheading the Refugee Coordination Model, focusing on protection, durable solutions, inclusion, empowerment, self-reliance, and building resilience for refugees and asylum seekers. UNHCR is also addressing the reintegration needs of Congolese individuals who are returning to the DRC after being refugees in other countries for an extended period.
As part of its transformation agenda, UNHCR has recently introduced a new result-based management approach and tools to aid in the implementation and monitoring of Multi-Year Multi-Partner (MYMP) Strategies for its country operations.
In 2022, UNHCR in the DRC renewed its partnerships to align with its goals for 2022-2026 and respond effectively to ongoing emergencies in the region. The organization is focused on reinforcing program monitoring to ensure that its protection strategy is successfully implemented by 2026.
To navigate the challenges and competing priorities inherent in implementing UNHCR programs directly and indirectly, as well as managing resources and grants effectively, having a dedicated international and bilingual (English and French) Programme Monitoring Officer is crucial. This officer will be based in Kinshasa, DRC, but will support program monitoring activities throughout the country, including field missions to assist program teams on the ground.
2. Purpose and Scope of Assignement:

Under the supervision of the Assistant Representative (Programme) and supported by the Senior Programme Officer, the Program Monitoring Officer will have the primary responsibility of monitoring UNHCR programs on a day-to-day basis. In addition to program-related tasks, the Program Monitoring Officer will also be responsible for developing donor proposals, in addition to tracking their implementation. Field missions may also be necessary to provide on-site support to program teams when required.
The officer may receive guidance from other relevant sections and units within UNHCR, as well as adhere to UNHCR Manual, results-based management principles, protection standards, financial rules and regulations, and global reforms and developments within UNHCR and the specific country context. Utilizing tools such as Board and MUfanisi, the officer will conduct daily monitoring activities and adapt to new monitoring tools as they become available. Keeping abreast of political, UN, and humanitarian reforms and developments, the officer will work closely with Evaluation and Reporting colleagues.
Working in collaboration with assistant monitoring officers in the field, results managers and multifunctional teams, the Program Monitoring Officer will support the Representation in executing its monitoring strategy including reporting on key performance indicators. Externally, the officer will engage with individuals representing UNHCR on reporting, monitoring, fundrasing and other related matters with counterparts in other organizations or national governments.
Under the direct supervision of the Assistant Representative (Programme) in Kinshasa, the key responsibilities of the Program Monitoring Officer will include:
Leadership and Management
- Lead the evaluation of the five-year plan.
- Develop and manage the operation’s monitoring portfolio to ensure consistency and coherence in UNHCR's monitoring activities.
- Establish and manage UNHCR's monitoring approach, systems, and tools for protection, assistance, and solutions results, in collaboration with relevant teams.
System Setup and Data Analysis
- Set up monitoring systems, track and analyze indicators, and share results with senior management to guide program and management decisions.
- Guide teams in data collection methodologies, sources, management, and analysis in collaboration with evaluation, data, and IM staff.
- Ensure coherence in monitoring standards, plans, tools, indicators, and resources across UNHCR and project partners, aligning with protection and solutions principles.
Reporting
- Prepare and submit regular reports on monitoring activities, findings, and outcomes to senior management and stakeholders.
- Ensure accurate and timely reporting on program performance and progress in line with UNHCR's standards and donor requirements.
- Prepare and submit comprehensive donor reports that meet donor specifications and deadlines, ensuring the integration of monitoring data and findings.
- Lead the mid-year review and year-end reporting exercises, ensuring thorough analysis and documentation of program progress and outcomes.
Support and Training
- Support senior management in interpreting monitoring findings, suggesting corrective actions, tracking decisions, and communicating findings to stakeholders.
- Train UNHCR and partner staff in results-based management monitoring standards and procedures.
Collaboration and Coordination
- Collaborate with partners and stakeholders to align monitoring approaches across multi-partner initiatives and engage in UN fora on monitoring.
- Link monitoring processes to the operation's evaluation and risk management plan.
- Collaborate with Evaluation colleagues to develop innovative monitoring solutions, facilitate knowledge sharing, and contribute to UNHCR's global monitoring community of practice.
- Seek technical support from regional and headquarters monitoring and evaluation advisors for coordinating priority M&E activities.
Fundraising
- Provide data and insights from monitoring activities to support fundraising efforts and inform donor proposals.
- Collaborate with the fundraising team to ensure alignment of monitoring findings with donor requirements and expectations.

3. Monitoring and Progress Control

More specifically, and related to this position, the Program monitoring officer will be subject to monthly reviews with his supervisor in order to assess the progress made towards achieving the main objectives and tasks that were at stake during that period.
Mainly, those will comprise of :
- Ability to provide timely monitoring of the MYMP, including leading the mid term evaluation of the MYMP.
- Monthly Availability of earmarked funding implementation status.
- Monthly updates of monitoring and other system tools to ensure coherence at operational levels, including MUfanisi, monitoring spreadsheets, and other monitoring tools.
- Monthly contributions to reporting, fundraising and advocacy, supporting multi-functional teams across the country.

Programme Monitoring Officer

Organizational Setting and Work Relationships
The Programme Monitoring Officer may work in a field operation or as part of a Regional Bureau or in a Division. The incumbent typically works under the overall guidance of the Senior Programme Monitoring Officer or the Senior Programme Officer or other senior staff. S/he may receive indirect guidance from other sections and units relevant to the country programme(s) or to global quality assurance standards. UNHCR Manual, UNHCRs Results-based management and protection principles, UN/ UNHCR financial/budgetary rules and regulations and UN/ UNHCR wide reforms and developments globally and in a given country context will guide the work of the Programme Monitoring Officer. S/he is also expected to stay abreast of the challenges posed to the country by the political context, the UN and humanitarian reform and institutional developments. S/he is expected to work very closely with the Evaluation Colleagues
The incumbent may supervise a team of both professional and support staff.
Externally, engages predominantly with persons and represents UNHCR on subject matters related to monitoring issues (e.g. counterparts in other organizations or at working level in national Governments).

Duties
- Support the development and management of the operation's monitoring portfolio and the consistency and coherence of UNHCRs monitoring activities.
- Assist in setting up and managing UNHCR's approach, systems and tools for monitoring protection, assistance and solutions results (impact, outcomes, outputs) together with relevant teams and ensure a results based monitoring culture throughout the operation and the operations management cycle.
- Support the development of sound Theories of Change and related Results Frameworks, the measurability of multi-year protection and solutions strategies and annual plans and appropriate measurement tools and indicators. Support evaluation planning for Results Frameworks
- Support setting up monitoring systems, the tracking and analysis of indicators and sharing with senior management to guide programme and management decisions.
- Guide teams in data collection methodologies, data sources, management and analysis, including qualitative and quantitative data, in close collaboration with evaluation, data and IM staff.

- Seek advanced technical support from and collaborate with regional and headquarters monitoring and evaluation advisors for overall coordination of priority M&E activities.
- In the bureaux assist in determining thematic areas or projects for decentralized evaluations.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
