Setting and ReportingThis position is located in the Office of the High Commissioner for Human Rights (OHCHR), West Africa Regional Office (WARO), based in Dakar, Senegal.The incumbent reports to the Regional Representative of the West Africa Regional Office. ResponsibilitiesWithin delegated authority, the Programme Officer will be responsible for the following duties : • Participates in the development, implementation, and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning and facilitating workshops, through other interactive sessions, and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes, and presents information gathered from diverse sources. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes, and interprets responses, identifies problems/issues, and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Participates in or leads field missions, including the provision of guidance to external consultants, government officials, and other parties, and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Assists in developing and monitoring the office’s work programs and budgets; analyses inputs and formulates resource allocations by work program, or business processes. • Undertakes actions related to the administration of the office’s human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. • Performs other duties as required. Work ExperienceA minimum of five years of progressively responsible experience in project or programme management, administration, operations, finance, human resources management or related area is required. Experience working in the region, or in a comparable international or regional context, in support of UN programmes/projects or similar initiatives, is required. Experience coordinating activities related to budget and funding processes (e.g., project submissions, reporting, and budget preparation) is desirable. Experience in monitoring and analysing programme/project implementation, including identifying issues and proposing corrective actions, is desirable.
