Org. Setting and ReportingThe United Nations Economic Commission for Europe (UNECE) is one of the five regional commissions under the jurisdiction of the United Nations Economic and Social Council. It comprises 56 member States and covers Europe and parts of Central Asia and North America. As a multilateral platform, UNECE facilitates greater economic integration and cooperation among its member countries and promotes sustainable development and economic prosperity through policy dialogue, negotiation of international legal instruments, development of regulations and norms, exchange and application of best practices as well as economic and technical expertise, and technical cooperation for countries with economies in transition. This position is located in the UNECE Office of the Executive Secretary, Fund Support Team of the UN Special Programme for the Economies of Central Asia Multi-Partner Trust Fund (SPECA MPTF). The SPECA MPTF was established by UNECE and ESCAP in 2024 to provide a flexible, inclusive funding mechanism for practical joint programmatic development and implementation. It aims to strengthen the broader SPECA mechanism and accelerate the achievement of the following strategic, long-term objectives of SPECA: facilitating economic cooperation in Central Asia (Afghanistan, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan); creating incentives for economic development and integration; and providing a platform for cooperation on transboundary and cross-border issues to support the achievement of the SDGs. It is jointly supported by UNECE the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), focusing on water, energy, and environment; sustainable transport, transit, and connectivity; trade; statistics; innovation and technology for sustainable development; and gender and Sustainable Development Goals (SDGs). The SPECA MPTF is administered by the UN Multi-Partner Trust Fund Office (MPTFO) and will fund projects to be implemented by Participating UN Organizations (PUNOs). The SPECA MPTF’s Steering Committee, in line with the SPECA MPTF Terms of Reference, approved the creation of a Fund Support Team to be located at UNECE. ResponsibilitiesWithin delegated authority, and under the supervision of the Deputy Executive Secretary (D-2) of the UNECE, the Programme Officer will be responsible for the following duties: • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Performs consulting assignments, in collaboration with the client, including PUNOs and beneficiary countries of SPECA MPTF, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Assists in policy development, including the preparation of drafts of strategic documents for the operationalization of SPECA MPTF (e.g. Operations Manual, Funding Strategy, etc.) the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Organizes consultative and other meetings of the Steering Committee, conferences, etc., to include proposing agenda topics, identifying participants), preparation of documents (meeting documents, records of proceedings and agreed upon outcomes) and presentations, etc. • Undertakes outreach activities; organizes calls for proposals; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (SPECA MPTF programme of work/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, SPECA MPTF work programme, programme budget, and updates the Fund Administration System (FAS) / Fund Management Platform). • Collects and analyzes data to identify trends or patterns, including in the SPECA region and emerging issues of concern to SPECA MPTF, provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required.
