Org. Setting and ReportingThis position is located in the United Nations Operations and Crisis Centre (UNOCC), in the Information Management Unit. The UNOCC is a multi-party entity reporting to the USG for Policy in the Executive Office of the Secretary-General and, on peacekeeping matters, with oversight from the USG for Peace Operations. The UNOCC also receives strategic oversight from a Client Board of principals from each of the client entities. The UNOCC provides global situational awareness, crisis and risk management, and facilitates cross-pillar analysis and decision-making in the UN. The UNOCC is operationally positioned under the Office for Coordination and Shared Services between the Department of Political and Peacebuilding Affairs and the Department of Peace Operations. The Programme Management Officer will report to the Head of the Information Management Unit. The position focuses on the implementation of the Enhancing Situational Awareness Programme (ESAP) in peacekeeping missions. ResponsibilitiesWithin delegated authority, the Programme Officer will be responsible for the following duties: (These duties are generic, and may not be performed by all Programme Officers.) • Participates in the development, implementation and evaluation of assigned workstreams/projects in the Enhancing Situational Awareness Programme (ESAP), with a particular focus on the Unite Aware situational awareness data tool; works closely with peacekeeping missions to monitor and analyze programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Plans and facilitates workshops, through various interactive sessions and assists in developing the action plan towards implementation of Unite Aware in relevant missions. • Researches, analyzes and presents information gathered from diverse sources. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies related to Unite Aware and other situational awareness data tools used in missions. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Participates in or leads field missions to collect missions’ requirements for implementation of Unite Aware, and continuously link with said missions on follow-up. drafts mission summaries. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required. Work ExperienceA minimum of five years of progressively responsible experience in project or programme management, administration, international relations or related area is required. Two years or more of experience in data analytics, visualization and business intelligence tools (such as MS Power BI, Qlik, Tableau, or similar) is required. Experience in implementation of digital transformation initiatives in UN peacekeeping missions, with knowledge and experience in management and operational use of the full suite of Unite Aware applications, is required. Experience in organizing and delivering functional training to civilian and uniformed personnel within peacekeeping operations is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable.
