ResponsibilitiesWithin assigned authority, the incumbent will be responsible for providing administrative assistance in the implementation of projects, particularly: • Provide support in planning, implementation, and monitoring of assigned projects and activities, including, but not limited to, training activities offered through various UNICRI projects and programmes. • Assist in preparing and analyzing project budget proposals; interpreting budget guidelines to ensure that requisite information is included and justified in terms of the proposed activities; propose adjustments as necessary; prepare revised budget estimates and cost plans; support the preparation of financial reports and ensure that expenditures are correctly categorized. • Assist in the monitoring of projects and programmes budgets and expenditures; categorize, update, track and analyse related data, e.g., accounting records, outputs, resources utilised, and revisions; carry out periodic status reviews, identify issues and initiate requisite follow-up actions; report on budget revisions, expenditures and obligations, verify availability of funds. • Initiate creation of grants and work breakdown structures (WBS), allotments of funds, shopping carts, fund commitments, financial authorizations for expenditure, service entry sheets, payments processing, and other necessary actions as required, and ensure their necessary entry and approval using the United Nations SAP system, UMOJA. • Serve as a focal point for planning and monitoring project resources, involving extensive liaison with different stakeholders to initiate requests, prepare and review standard terms of references, obtain necessary clearances, process and follow-up on administrative actions and resolve related issues. • Provide support in performing duties related to human resources planning and consequent implementation of recruitment of non-staff personnel following the projects’ and programmes’ needs, including monitoring availability of funds, preparation of terms of reference, creation of job openings and evaluation of candidates, collection of required documentation from selected candidates, and facilitation of the issuance of employment contracts. • Ensure all logistical coordination (in close coordination with local host-country and external counterparts, service providers, vendors, etc.) for workshops, conferences, meetings and other events; including travel arrangements for participants, establishment and maintenance of contact with local vendors to facilitate procurement and/or purchase of materials, efficient scheduling of meetings, establishing and maintaining an updated database/list of all relevant local and external service providers, counterparts, and stakeholders. • Prepare, maintain and update files and internal databases; design and generate a variety of ad-hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews. • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assist with visualizations and updating information material such as web pages or brochures. • May be responsible for providing guidance, training, and daily supervision to other general service staff in the area of responsibility. • Provide administrative, logistical, clerical, etc. support to UNICRI’s Senior Management in carrying out their managerial duties (e.g., organization of programme management meetings, staff meetings, project appraisal committee meetings, etc.) • Perform other work-related duties as assigned. Work ExperienceA minimum of seven (7) years of progressively responsible work experience in the administration, including budget preparation and monitoring, human resources planning, etc., of programmes and projects in crime prevention and criminal justice, is required. The minimum number of years of relevant work experience is reduced to five (5) for candidates with a first-level university degree or higher. Work experience with an Enterprise Resource Planning (ERP) System is required. Work experience with the in-house United Nations SAP system, UMOJA, is desirable. Work experience in the United Nations or a similar large international organisation is desirable. Work experience with grants management processes is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. Fluency in English is required. Fluency in Italian, which is the language of the Host Country, is desirable. Knowledge of another United Nations official language is an advantage.
