The Position:
The Programme Coordinator: RM Partnerships is located in the Malawi Country Office (CO) and reports to the Representative. The candidate is responsible for the implementation 9th Country Programme’s Integrated Resource Mobilization and Partnerships strategy by establishing the effective partnerships, and substantively supporting resource mobilization aimed at raising the visibility, and awareness of the work of UNFPA in Malawi; and ultimately maximizing the availability of donor funding for the Country Office. S/he substantively contributes to the effective management of UNFPA activities in the areas of advocacy and partnerships. The coordinator is responsible for the development and implementation of effective partnership strategies aimed at raising the visibility, and awareness of the work of UNFPA in Malawi with
regards to the humanitarian context, and ultimately maximizing donor and partner access availability for the Country Office programmes.

Job Purpose:
The Programme Coordinator: RM Partnerships enhances the capacity to mobilize and obtain social and political support for UNFPA’s work in Malawi. S/He ensures that the partnerships with key stakeholders are firmly placed in the context of the ICPD Programme of Action, national development processes, strategies, and frameworks, and addresses the remaining ICPD agenda and the achievement of SDGs. S/he will also work closely with the respective program specialists in the CO in the development of project proposals/concept notes for potential donor’s funding.
The Programme Coordinator: RM Partnerships will proactively provide the Representative with information on the progress and results of UNFPA programs/Projects proposal development, funding opportunities, and follow-up on innovative approaches for the synchronization and integration of various programmes of the CO.
You will be responsible for:
A. Strategic partnerships, policy and advocacy
Support the Country Office in positioning the ICPD Agenda as well as all other relevant campaigns and UNFPA-related mandates and global commitments, including in crisis and post-crisis situations, through the identification, initiation, development, and maintenance of strategic partnerships, including national, regional, and global. Support scanning of the national environment and its implications on UNFPA in the country with emphasis on ICPD and the relevant SDGs. Engage in networks and partnerships building at the national, and subnational where relevant, level around issues of UNFPA’s mandate for the achievement of the SDGs, including partnerships for blended financing. Participate and contribute to the implementation of the UNSDCF partnership and resource mobilisation working group Take a lead on the preparation of special events involving UNFPA champions and other senior people. Act in the capacity of primary liaison for these people. Monitor and keep updates on existing and potential partnerships. Follow through and ensure that recommendations and action points agreed to are addressed. Support coordinating high-level events and workshops organized by UNFPA CO. Under the close guidance from the Representative and Deputy Representative, acts as a focal point for identification and pursuit of opportunities for outreach, engagement, policy influence and collaboration, including on how to anticipate and respond to partners’ concerns and priorities, ensure that UNFPA’s interests, perspectives, and knowledge are taken into account in relevant policy and institutional processes, and ensure that they are fully aware of UNFPA’s perspectives, policies, priorities and capabilities.B. Partnerships and Resource Mobilisation
Support, review, and regularly update the implementation of the 9th Country Programme’s Integrated Resource Mobilization and Partnerships strategy. Monitor the programme cycle and implementation of country programmes in the areas of advocacy, resource allocation, and utilization and identify the need for resource mobilization in priority programme areas. Regularly update the resource mobilization pipeline and keep informed Resident Representative, Deputy Representative, and Team Leaders about progress/ challenges and suggested solutions. Undertake mapping of the country for potential strategic partners and identify opportunities for resource mobilization and co-financing on a regular basis. Develop and maintain profiles of strategic donors, private sector, and partners. Liaise with donors at national, regional, and international levels. Prepare the private partnership strategy and engage with private sector partners to support sustainable financing for SRHR/Youth and gender equality agenda. Coordinate the development of proposals with the Country Office Team in areas of potential partnerships, co-financing, and funding. Initiate policy dialogue, and develop policy briefs and position papers, factsheets, infographics, and presentations for public information, advocacy and resource mobilization purposes. Monitor and keep updates on existing and potential partnerships. Follow through and ensure that recommendations and action points agreed to are addressed. Ensure that the Country Office targets internal UN funds to support the programme; including the Peace Building Fund and Sustainable Development Goal Fund. Ensure that proper due diligence and all due requirements are conducted for all potential new donors with the relevant ESARO and Headquarters personnel. Work closely with Programme Specialists on mobilizing necessary funds during humanitarian crises, including providing inputs on Flash Appeals and CERF proposals.C. Innovation and Knowledge Management
Foster innovation for an open exchange of state-of-the-art programmatic innovations in partnership with relevant Country Office Programme/Technical Specialists. Contribute to Country Office identification and assessment of innovation in each technical and programme area. Oversee and coordinate knowledge management, including a repository of knowledge products, across the office and liaise with Knowledge Management/Sharing staff in the ESARO and HQ Programme Division. Support identification of opportunities or lessons learned/best practices. Consolidate Country Office documentation on lessons learned/best practices and ensure that these are incorporated into the UNFPA knowledge-sharing system. Liaise with ESARO to ensure that state-of-the-art, global technical and programming knowledge, and lessons learned/best practices are available for use to improve the effectiveness of UNFPA programmes. Identify and expand a South-South and triangular cooperation for knowledge exchange and learning, while also leveraging funding and sustainable financing mechanisms.General Support

Minimum 5 years of progressive professional experience in the field of development, programme design and management, advocacy work and capacity development; Excellent interpersonal, communication, negotiation, and managerial skills required. Self-starter, proactive, passionate for the issues; Proven ability to develop and implement effective resource mobilization strategies and campaigns; Significant work experience in the Humanitarian context, SRHR, Gender, Youth, etc.. Experience in programme/ project management including experience in large multi-sector programmes; Strong knowledge on Results Based Programming and budgeting Excellent communication skills and experience with management of staff in multi-locations. Specialised knowledge and experience within Health Systems Strengthening and integratedSRHR/GBV/HIV approaches is desirable. A thorough understanding of the UN system in general, and especially the UNFPA mandate, its policies and operations, and current development topics and political issues in Malawi will be an added advantage. Demonstrated ability to work in and lead a team.Languages:
