    The Role:

    Based in the Field Office, the Programme Assistant-Emergency will work under the overall supervision of the Head of Programme and Head of Area Office in the Field Office in close coordination with CO Emergency team. The incumbent will be supporting the field office in overall planning and implementation of EMG projects from reviewing the proposal to budget negotiations, process for approval and follow up on implementation of the project, The incumbent is also required to tackle issues arising during the project implementation and keep close coordination with different stakeholders and line departments.

    Key Accountabilities:

    • Provide technical advice and support to Lead SO1 and Head of programme on a wide range of programme and policy issues including assessment and analysis, the choice of activities, appropriate decision on context-specific transfer modalities (in-kind and CBT) for EMG response and General Food distribution.
    • Ensure the best use of assigned financial resources for achievement of set objectives within a significant budget, thoroughly review the CPs budget and negotiated the cost for each project under EMG response and GFD (SO1).
    • Management and implementation of the Implementation Plan (IP)/Operation Plan and ensure it is within range of available resources to reach the targeted beneficiaries from the communities, IDPs and undocumented returnees and people affected by Natural disaster.
    • Coordinate with other FSAC partners during geographical selection of the area, avoid overlapping and duplications, work with inter-cluster stakeholders for coordinated response to EMG onset in the region. Participate in all relevant meetings such as PDMC, OCT, and other as needed; provide inputs and required reporting as appropriate.
    • Keep Close coordination with CPs, stakeholders, government, and communities to identify the needs of the communities and support in district allocation of Food/CBT under GFD activities.
    • Ensure that all EMG response and GFD project proposals submitted by CPs with high quality to the Area Office PTRC review, present the project to the committee, once cleared ensure it is further submitted to the Country Office Project Approval Committee (CO PAC) for approval.
    • Assure proper targeting of the most vulnerable HHs are conducted by partners, standard targeting criteria used, and the assistance reach the most vulnerable people under direct monitoring of WFP/TPM and CPs.
    • Ensure on time food delivery to the targeted population, coordinate with Supply chain the EMG/GFD food requirement, work closely with partners for timely process of invoices.
    • Enhance the capacity of the existing partners with provision of training and regular awareness raising for the smooth implementation of General Food distribution and EMG response to affected population in the eastern region.
    • In the process of Area Office Emergency Preparedness i.e., early warning, risk analysis, and contingency planning to respond to humanitarian crises and needs.
    • Strengthening and maintaining productive relationships with partners and Sectoral governmental department at the provincial level to enable the effective positioning of WFP to meet organizational goals.
    • Provide support to the Head of Programme and Head of Area Office in planning and implementation of Area Office work plan including the implementation and monitoring of SO1 activities.
    • Improving and ensuring incorporation of gender perspectives in all areas of work, to ensure equal participation of women and men.
    • Participate and represent WFP with respect and dignity in all coordination forums, promote teamwork spirit.
    • Actively engage in the access negotiation and access issues of WFP, CPs female staff/monitors to the SO1 activities.
    • Provide any other support as needed and appropriate.

      Education:

      Completion of secondary school education. A post-secondary certificate in the related functional area.

      Experience:

      At least 5 years of progressively responsible work experience in the relative business stream with experience in working in Emergency context and programmes.

      Language:

      Fluency in both oral and written communication in English and local languages (Pashto/Dari)
