The Position:

The Youth Programme Analyst supports in the design, planning and management and implementation of the adolescent and youth component of UNFPA’s country programme in Gaza strip. The Programme Analyst leads provision of technical support to UNFPA’s implementing partners. Obtaining technical guidance and assistance from the team lead of AY at the Country Office, the Youth Programme Analyst supports programme/ project implementation by using and developing appropriate mechanisms and systems and ensuring compliance with established procedures, as well as by monitoring program results.

The Programme Analyst is located in Gaza and reports to the Head of Office in Gaza.

Job Purpose:

The Programme Analyst maintains collaborative relationships with all programme and project staff at the CO. The Program Analyst will work very closely with the SRHR and GBV team in Gaza and at CO level to ensure integration of SRHR/GBV in AY related initiatives.

You would be responsible for:

Supports in the identification and formulation of the adolescent and youth related initiatives, country programme and component projects (both development and Humanitarian)in Gaza by compiling and analyzing information drafts, project documents and work plans and preparing tables and statistical data.

Provide technical support to UNFPA AY implementing partners in Gaza to ensure delivery of quality programs and adherence to agreed standards and procedures.

Evaluates project and programme activities, establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports. Analyzes factors affecting the achievement of results, recommends corrective actions and follows up on recommendations.

Contributes to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the CO, and drafting relevant materials for dissemination.

Supports the management of adolescent and youth implementing partners based in Gaza. This would entail program reviews and work plan development and management, accountability tracking for the IP in close collaboration with the CO IP management teams.

Supports advocacy and resource mobilization strategy of the CO by compiling and synthesizing relevant background material for use in discussions and public events.

Establishes and maintains a network of adolescent and youth stakeholders in Gaza; donor and public information contacts and provides assistance in organizing and conducting donor missions and other AY related missions and events.

Undertakes environmental scanning in Gaza and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.

Coordinates with operations on provision of training and supports project personnel and staff on national execution and programme policies and procedures.


Qualifications and Experience:


Education:

Advanced degree in social sciences, international relations, international law, human rights, public health, population or related field.


Knowledge and Experience:

At least 3 years of relevant experience in the field of development and population and demography, reproductive health, GBV preferably in the UN system or INGO; Understanding of development contexts and government system will be an advantage; Past experience in areas of adolescent and youth will be desirable; Demonstrated experience in programme/ project planning design, monitoring and evaluation. Good analytical, communication, and writing skills including experience in drafting reports and technical guidelines; Excellent Computer skills: MS Word, Excel, Power Point, and database software; Knowledge and experience working with the UN system would be an advantage.
