The Gender Based Violence Management Analyst is located in the UNFPA’s office in Suva, Fiji and reports to the International Humanitarian Coordinator and will be expected to coordinate closely with the SRH and GBV in Emergencies Specialists, as well as the UNFPA’s thematic teams.

Job Purpose:
UNFPA’s Seventh Multi-Country Office Programme Document (2023-2027) for the Pacific was approved by the Executive Board in January 2023. . The new Pacific multi-country programme is aligned to the relevant national development priorities of each of the 14 PICTs and the UNFPA Strategic Plan, 2022-2025; it aims to contribute to a number of regional and international frameworks: the ICPD Programme of Action; the 2030 Agenda for Sustainable Development; the Small Island Developing States Accelerated Modalities of Action (SAMOA Pathway); the Sendai Framework; the Framework for Resilient Development in the Pacific; the Pacific Community Strategic Plan 2022-2031; and the 2050 Strategy for the Blue Pacific Continent. Youth and adolescents as well as gender equality and related human rights, are mainstreamed throughout the programme. UNFPA will implement the programme in partnership with national and regional stakeholders, including academia, civil society organizations and development partners. This new multi-country programme was developed through extensive consultations with these partners, also drawing on earlier United Nations systemwide consultations in each of the 14 PICTs for the UNSDCF formulation. The substantive focus will be on assisting the PICTs in accelerating achievement of the ICPD Programme of Action, delivering on their Family Planning 2030 commitments and realizing universal health coverage. Emphasis will also be on supporting the countries’ monitoring and voluntary national reporting related to sexual and reproductive health, reproductive rights and gender equality, under the Sustainable Development Goals (SDGs) and the universal periodic reviews. Emergency preparedness and humanitarian assistance are integrated in UNFPA’s work in the Pacific and are an important aspect in its proposed 7th MCO Programme (2023-2027). UNFPA, in line with its global strategy, contributes to strengthening national capacity to provide sexual and reproductive health services, gender based violence prevention and response and the use of population and rights-based data in humanitarian settings.
With funding through the USAID Bureau for Humanitarian Assistance, UNFPA will expand its SRHR/GBV/MHPSS programming to Pacific region through leveraging existing national partnerships to scale up, MHPSS and GBV prevention and response and supporting localization agenda. UNFPA will also be scaling up interventions to ensure that MISP services, including skilled delivery assistance, are available to populations affected by crisis.
Under the overall guidance of the PSRO Director and Representative, and the direct supervision of the international Humanitarian Coordinator, the Gender-Based Violence Information Management Analyst will play a pivotal role in providing technical and operational support to enhance information and data management for humanitarian planning, coordination, and response in humanitarian contexts. This includes offering technical leadership in data partnerships with all stakeholders, including persons of concern. This role emphasizes several key areas, including, Capacity Building, Advancing innovative knowledge management practices, Promoting and advocating for evidence-based GBV nexus programming, Supporting Inter-Agency Information Management at sub regional and national levels.
These efforts are geared towards supporting the prioritization of information and evidence based humanitarian programming initiatives. All actions will be guided by specific needs and the availability of resources.
You would be responsible for:
Data Management and Reporting
Support the development and implementation of data collection, reporting tools and methodologies that effectively tracks milestones and results of the USAID-BHA supported GBV preparedness and response initiatives.Design and deliver training programs and workshops to enhance UNFPA staff and partners’ information management and knowledge sharing capabilities. Support the Pacific GBV Sub Cluster with updated information and knowledge management sharing platforms and knowledge products, at sub regional and national level. Provide technical support to countries in information management and data reporting within the scope of humanitarian-development nexus work. Including strengthening of GBV information management during emergencies, informed by best practices. Support robust advocacy through the preparation of issue briefs to ensure that all relevant national disaster structures, clusters and coordination groups to mainstream gender and GBViE concerns across key sectors and humanitarian interventions.
Coordination:
Support the International Humanitarian Coordinator in preparing humanitarian profiles and briefs for donors and external partners Support SRH and GBV in Emergency teams in the development of data collection and assessment for use in regular mapping of SRHR, MHPSS and GBV services in humanitarian contexts/responses. Support the Humanitarian Team in the preparation of inputs to PHT Preparedness, Response and Anticipatory Action documents. Serves as the focal point for inter-agency Anticipatory Action initiatives.
Programme Support and Reporting:
Support the Humanitarian team and partners in fostering a culture of data-driven decision-making in developing preparedness and response actions. Provide training and guidance to staff and partner organizations on data collection, management, and humanitarian reporting procedures. Contribute to the development of Monitoring, Evaluation and Learning (MEL) culture in relation to strengthening the collection of beneficiary feedback and analysis of findings in collaboration with the community and national partners. Assist in the preparation of project proposals, donor reports, SitReps (Situation Reports), briefing notes, as well as workshop and training reports. Support the development of Standard Operating Procedures and the Simulation Exercises as part of Minimum Preparedness Actions (MPAs).
Advocacy and communication:
In collaboration with Humanitarian and Communication teams, support the development of knowledge products such as humanitarian briefs, profiles, interactive dashboards, infographics, and reports, slide deck presentations including human interest stories, press releases and other advocacy materials on humanitarian / emergency- related work. Perform other duties assigned by UNFPA.
Qualifications and Experience
Education:
An Advanced university degree (Masters) in gender studies, social sciences, international studies, statistics or other related field.
Knowledge and Experience:
A minimum of two years of professional experience is preferred. Strong commitment to the mandate of the UN and UNFPA in the Pacific Field experience in performing survey assessments, data entry and coding and familiarity in ethical data collection and management Proficiency in data analysis and visualization tools (Excel, SPSS, Excellent communication and report writing skills
Languages:
Fluency in oral and written English is essential with ability to write clearly and concisely and to compose correspondence and documents in both languages.
