The purpose of the position is to support the implementation of all NRC Programs in the North-West. The Temporary Procurement Officer will support logistics team to manage procurement activities in the Bamenda office.. He/she will work under the supervision of the Field Office Coordinator, who will provide him/her full support in the implementation of all relevant activities.

A - Generic Responsibilities 

Ensure adherence to NRC policies, tools, handbooks, and guidelinesImplement delegated support function portfolio according to the plan of actionPrepare and develop status reports as required by managementEnsure proper filing of documents Promote and share ideas for improvement of the support function

B - Specific Responsibilities 

Responsible for supply chain management at the office: requisitioning and tracking of purchases, receiving of goods, management and sharing of the price list and updating/compilation of the supplier list, etc.Search for locations for trainings, workshops or for accommodation of NRC staff.Participate in the organization of contracts for supplies, transportation, construction, services and transfers according to NRC procurement proceduresParticipate in the preparation, consolidation and updating of Project Procurement PlansEnsure the usage of ERP system for all procurement and follow all the requirements in placeComplete background verification for all vendors in the supplier databaseAdvise and support the mission in the implementation of the procurement policy and the setting of cost, quality and time optimization objectives; Prospecting, drafting calls for tender and selecting suppliers capable of meeting the strategic needs of the mission; Negotiate with suppliers the conditions of supply in terms of cost, quality, deadline, payment conditions...Build and manage supplier quality and develop long-term relationships with preferred suppliers; Identify, anticipate and manage supplier risks; Ensure the proper routing of goods until delivery to the relevant departments; Implement and follow up the key performant indicators of this function; Responsible for the archiving of physical and electronic files in collaboration with the assistant; Controls purchasing procedures and the execution of contracts; Define, with the departments concerned, the control points that will optimize the internal control of the purchasing chain and contribute to the budgetary control of expenses; Submit quality reports assigned to him/her and submit them according to the schedule in place; All other tasks assigned by his/her supervisor.

Generic professional competencies:

Professional experience as an Officer in logistics, responsible for procurement in a humanitarian contextA minimum of Bsc. In logistics and supply chain, Previous work experience in complex and volatile environments.Proven track record of performance on job responsibilities.Has worked with NRC as an Intern or Service Provider in the Logistics Department Good knowledge of Agresso-UNIT4 Good knowledge to initiate procurement SOPs  

Context/ Specific skills, knowledge, and experience:

Understanding of the contextGood computer skills (Excel, Word, PowerPoint, Internet, and other software)Excellent knowledge of English and an understanding of the French language.Knowledge of local languages is an asset
