Portfolio Officer, Relationship Management, Private Sector Engagement Department - GL C

Assists the Portfolio Manager in building and nurturing relationships with non-public sector donors & prospects, providing technical analytical and operational support to achieve the team’s fund-raising goals.

The Portfolio Officer contributes to the development and implementation of the non-public sector resource mobilization strategies in close collaboration with the Portfolio Manager. S/he plays an active role in building and nurturing relationships with donors and prospects by providing established professional advice and communications.

The Portfolio Officer combines rigorous research with creative problem-solving skills to support development of new partnerships, and nurture ongoing partnerships. S/he may independently represent the Global Fund’s Private Sector team vis-à-vis external stakeholders, and represent the Private Sector Engagement Team vis-à-vis internal stakeholders.

Key Responsibilities

  • Sales related functions/interactions to contribute to funding and in-kind contributions from non-public sector donors.
  • Relationship Management: support the Portfolio Manager, in building and nurturing Global Fund’s relationships with donors/prospects;
  • Management: manage operational aspects of on-going partnerships, including but not limited to reporting, communication activities, liaison with Global Fund teams, liaison with external partners;
  • Complex problem solving: By combining academic training, analytical research and interaction with numerous external and internal stakeholders, develop new partnerships that mobilize resources and/or support program effectiveness, and is an attractive value proposition for private sector partners.
  • Interaction with internal and external stakeholders: May independently represent the Global Fund vis-à-vis external stakeholders, and the Private Sector Engagement Team vis-à-vis internal stakeholders. Prepare internal and external communication, including but not limited to memos and partnership communications and draft agreements.
  • Influences decision making at the team level through problem solving, analyses and interaction with key stakeholders.
  • Conducts preliminary partnership screening and other activities within the overall risk management and mitigation process.
  • Implement the value offering to the donor: communications plan, visibility packages and field missions, in close collaboration with the communications team and other relevant internal stakeholders; works across the organization, including grant management staff, to promote a consistent approach to non-public sector donor portfolio management.
  • Provide, as required, appropriate inputs for external communications purposes;
  • Carry out market research and perform qualitative and quantitative industry analysis, and identify key trends and partnership opportunities; propose and implement engagement strategies in collaboration with the Portfolio Manager; maintain up to date pipeline of prospective donors. Analyse and identify strategic opportunities for building cross industry alliances at country level and/or industry specific engagements at country, regional or global level
  • Independently draft concept notes and presentations for marketing activities and support outreach towards prospective donors.
  • Provide operational support and pro-actively co-ordinate internal parties to facilitate high-quality delivery to donors. Prepare presentations, pitch books and other material for marketing activities. In doing so, perform disease and grant analysis in close collaboration with key stakeholders across the organisation, setting up and managing consultation processes where needed; Develop briefings, screening and due diligence documents for prospective donors; Prepare partnership proposals and coordinate development of MOUs and contribution agreements with internal stakeholders (e.g. Legal, Country Teams).
  • Act as a focal point for the gathering, recording and consolidating of information to develop high-quality reporting documents;
  • Monitor contribution cash flow.
  • Provide some back-stop services for in-kind contributions, as directed by the Portfolio Manager, Relationships.
