The Global Relations and Cooperation Directorate (GRC) supports the implementation of the Secretary General’s strategic orientations by co-ordinating the Organisation’s relations with partner countries and with other international organisations. It advises the Office of the Secretary-General and other OECD Directorates on how to strengthen co-operation with key partner countries, regions and organisations. GRC also serves the OECD External Relations Committee (ERC), working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisation’s work.

GRC is looking for a Policy Analyst to lead and coordinate strategic initiatives in the MEA Division, with a focus on inclusive and sustainable economic development, the political economy of reforms, and global governance processes. This role requires technical expertise in economics, finance, or law, with a strong orientation towards research, analysis, and strategic policy advice. The incumbent will work under the supervision of the Head of Division and collaborate with OECD Directorates and external stakeholders.

Job Description

Main Responsibilities

Management and Coordination

  • Lead the MEA Strategic Coordination Unit to ensure timely and high-quality contributions to requests from the Office of the Secretary-General (OSG), Directorate for Operations (DO), and MEA.

    • Provide strategic advice on the development of the OECD-Africa partnership.

      • Represent the Division in meetings, conferences, and external engagements.

        • Oversee the preparation and follow-up of visits and meetings for OECD senior officials.

          • Manage and mentor junior staff, providing guidance, setting objectives, and fostering professional development.

            Programme Management and Coordination

            • Lead the coordination and implementation of the OECD-Egypt Country Programme (ECP), ensuring impact-driven results and measurable outcomes.

              • Liaise with Egyptian stakeholders, OECD Directorates, and other international organisations to create synergies and define joint actions.

              • Drive the implementation of the ECP’s components, including women’s economic empowerment, SMEs, anti-corruption, and informality.

              • Prepare and deliver progress reports, inputs for the ERC, and other documentation.

              • Organise and manage key events and meetings, including bi-annual coordination committees.

                Women’s Economic Empowerment Portfolio

                • Lead the MENA-OECD Women’s Economic Empowerment Forum, fostering high-level political commitment.

                • Oversee the EU-OECD regional programme on access to finance for women entrepreneurs across Southern Mediterranean economies.

                • Manage women’s empowerment initiatives within various country programmes, ensuring integrated results and stakeholder alignment.

                • Identify new opportunities and maintain effective donor communication.
