ABOUT THE ORGANIZATION The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. Within UN Habitat, The Urban Practices Branch (UPB) is the tools and methodology production centre of the Agency. It develops normative guidance and cutting-edge tools through the following communities of urban practices: (i) policy, legislation and governance; (ii) urban planning, finance and economic development; (iii) urban basic services; and (iv) land, housing and shelter. It also ensures that the cross-cutting areas of resilience and safety and the social inclusion issues of human rights; gender; children, youth and older persons; and disability are developed and mainstreamed throughout the programme portfolio. The Policy, Legislation and Governance Section (PLGS) plays a critical role in implementing the Agencies Strategic Plan, flagship programmes, the relevant Sustainable Development Goals and the New Urban Agenda. Working with in collaboration and in coordination with other parts of the agency both at Headquarters and in the field to supports governments and partners, the Section fosters high impact initiatives, programmes and projects that draws from its world-class expertise and knowledge to deliver timely, fit-for-purpose and targeted solutions. The Section serves as the Agency’s focal point and global solutions centre of excellence on Urban Policy, Legislation and Governance. Urban Policy has been highlighted as an instrument for the implementation and monitoring of regional and global agendas such as the New Urban Agenda and most recently as an indicator for measuring progress in implementing the Sustainable Development Goals. UN-Habitat PLGS is currently proceeding National Urban Policy (NUP) Programme, focusing on the transformation projects that demonstrate how to mainstream sustainable and inclusive digital transition in urban policy process and people-centered smart cities in selected countries. The consultant will support PLGS in the following areas of work (A) NUPs on normative work, and capacity development; (B) Documenting evidence for strengthening normative work, capacity building, advocacy and partnerships. II. Selected Responsibilities/Activities A. National Urban Policies In order to advance the PLGS work of the NUP programme, the consultant will contribute to develop capacity building tools for policy makers and stakeholders to steer digital transformation in NUP / Sub-national Urban Policies (SUPs). The specific tasks will include: 1. Analyze data, conduct case studies, and finalize the guide on the risk management in NUP 2. Develop materials for capacity building and/or e-learning tools to ease the understanding and implementation of the risk management in NUP 3. Start the preparation stage of the urban/metropolitan innovative interventions at the territorial level, integrating smart cities for NUP SUPERVISION The consultant will be part of, and work with the Policy, Legislation and Governance (PLGS) team in UN-Habitat, reporting to the Chief of PLGS and the Director of the Global Solution Division. Qualifications/special skillsAdvanced university degree (master's degree or equivalent) in urban or territorial/regional planning, sustainable urban development, land use planning, urban policy or political science with a focus on urban affairs, or other related fields. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least four (4) years of work experience in urban policies, urban-rural linkages, territorial development, or related fields is required. Experience in operational activities and research and/or policy development work on urban-rural linkages in developing countries; with strong preference for experience in the African context is required. Experience in international organizations and knowledge of UN activities and its current programmes is desirable. The applicant must have excellent communication and technical writing skills and be capable of working in a multicultural environment. Computer skills: Basic knowledge of office software, e.g. Microsoft Office; other software for carrying out research and analysis is an advantage. LanguagesEnglish is one of the United Nations official languages. Fluency in spoken and written English is required. Knowledge of additional UN languages would be an advantage but not mandatory.
