Duties and Responsibilities

The National Project Coordinator (the “Coordinator”) will be responsible for the overall management of in-country activities, ensuring a proper workplan and budget is in place and implemented within set timelines, with an effective national team and strong partnerships. 

Technical Programme Coordination Lead the process of identification, selection and supervision of national consultants and experts is properly implemented, in close collaboration with the UNDP Country Office and the IRFF Regional Advisor and write/revise terms of reference for review by relevant national IRFF team members Support the UNDP CO in relevant analytical and policy-oriented work on insurance and risk financing. Provide technical advice to support the implementation of the project Analyse local context and identify potential synergies with UNDP’s policy and development work in-country at national / sub national level and map out emerging trends and opportunities for the region.  Conduct research and write and edit sections of technical reports as required.  Review all national level deliverables to ensure quality and consistency with the IRFF methodology.  Develop talking points, briefing notes, case studies, press releases, web articles and other media products as required.  Operational Implementation of the Project In consultation with the UNDP Country Office and Global IRFF Team and supported by the Regional Specialists, elaborate/revise the work plan and budget and submit draft workplans/budgets timely for the bi-annual budget revision process (30 June and 31 December of each year);  Ensure a timely identification of risks in implementation at the national level and communication to the global IRFF team.  Organise monthly meetings with IRFF Regional Specialist.  Supervise the work of national experts and institutions to ensure outputs are delivered on time, within the set budget, and to high quality standards Signal any delays in national deliverables compared to the workplan to the Regional Specialist and UNDP Country Office focal person.  Fully support any IRFF related missions in the framework of the program.  Strategic and Multistakeholder Engagement Organise all relevant project workshops in a consultative manner, involving a wide variety of stakeholders, including the government, private sector, NGOs, donors and academia.  In consultation with Country Office management, support the establishment of a national Steering Committee (or other relevant steering structures) and follow up on the formal establishment and regular convening of the Committee, undertake the same for any other proposed coordination mechanism, and write meeting reports to be shared with the UNDP CO and IRFF global.  Reporting/Communication/M&E Lead project monitoring, reporting and evaluation at national level, draft monthly and quarterly reports for review by the Regional Specialist and submission to the global IRFF team. Develop workshop reports for the inception workshop and all technical workshops.  Knowledge Management Keep records of stakeholders' details on insurance and risk finance in an organized an accessible format

Institutional Arrangement: 

The National Project Officer will report to the Policy and Partnerships Team Leader and will ensure implementation mechanisms such as a National Steering Committee and technical working groups are established and meet regularly, that all planned workshops, technical studies and other activities are organised in a timely manner, and that they meet expected quality standards. Coordination with the Regional IRFF focal point and IRFF in HQ on a regular basis.

Required Skills and Experience

Education:

Masters or Bachelors Degree in Finance, Development Management, Public Policy or related field, or another field combined with relevant work experience.

Experience:

At least 2 years of experience with Master’s degree or 4 years if with Bachelor’s degree, preferably in the implementation of projects relevant to insurance and risk finance, sustainable finance, or financial inclusion

Required skills

Experience in providing operational support in project implementation Experience in formulating work plans and results frameworks Experience in collaborating with international and national experts and institutions

Desired skills in addition to the competencies covered in the Competencies section

Experience in programme support, management advisory services and dealing with operational systems  Experience with national or international donor funded programme will be a plus  Prior experience with UN system projects would be an asset. Experience in insurance and risk finance, sustainable finance, actuaries or financial inclusion  Experience in the implementation of development projects or activities  Excellent writing and analytical skills, including the ability to write concept notes, outcome reporting, and other written communication Sound understanding of key software packages (MS Office)  Experience in asset & logistics management
