Under the general guidance of the Head of Programs (Senior Program Coordinator) for Syria and the direct supervision of the Program Coordinator (Durable Solutions), the National Project Officer (Durable Solutions) will be responsible for supporting the implementation of all activities related to durable solution interventions in areas of displacement, return or relocation in IOM Syria.
Monitor project implementation according to the work plan; document and evaluate results; identify the causes of deviations and bottlenecks and recommend and implement corrective actions.
Support the development, adaptation and roll out of operational tools and guidance in areas of origin, displacement and return to ensure quality and consistency in the implementation of multi-sector activities, including shelter and settlements, legal assistance, housing, land, property, protection, livelihoods, MHPSS and social cohesion.
Develop monitoring, evaluation, and reporting tools. Contribute to information management including awareness raising and visibility, press releases, website updates and other relevant information-sharing materials
Maintain relationships with affected populations and networks of partners to stay informed about political, social, economic and cultural developments that may impact programming, while remaining aware of community structures and power dynamics through regular engagement with communities and relevant stakeholders.
Coordinate location desk reviews, community profiling, field assessment, and draft reports upon request.
Coordinate the collection, verification and analysis of post-return monitoring data and background information, the implementation of referral systems; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.
Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements.
Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.
Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities.
Participate in relevant conferences, workshops, working groups, interagency coordination meetings, and other forums.
Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents.
Supervise, train and guide durable solutions community engagement and social cohesion programme staff.
Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
Perform other related duties as required.
EDUCATION
Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience; or,
Master’s degree in the above-mentioned fields with two years of relevant professional experience.
EXPERIENCE
Relevant field experience in protection, economic recovery, social cohesion, legal assistance, peacebuilding, community stabilization, camp management or MHPSS programming in Syria or any other post-conflict setting.
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
Experience supporting the design and delivery of capacity building curricula and in planning capacity development activities with staff, civil society and authorities.
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting in Syria is an advantage.
SKILLS
In depth knowledge of displacement and durable solutions frameworks and of national and international legislation and policies related to internal displacement.
