Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

With the aim to achieving the goal of decent work for all in Indonesia, the ILO in Indonesia, in cooperation with its partners (in particular the Ministry of Manpower, and the representative employers' and workers' organizations), implements the Decent Work Country Programme (DWCP) for Indonesia. The DWCP has the following three priority areas: Priority 1 (Effective social dialogue that promotes sustainable business and workers’ welfare), Priority 2 (Job creation and youth employment), and Priority 3 (Enhancing protection for vulnerable groups of workers). The DWCP is an integral part of the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Indonesia.
The ILO Indonesia intends to implement the project “Improving OSH and social conditions for women and men in coffee farmer communities in Vietnam and Indonesia - A Vision Zero Fund (VZF) Project”. The project aims to improve workplace safety and health, labour law compliance, social protection and gender equality in the coffee supply chains in Vietnam and Indonesia. It is funded by the ILO Vision Zero Fund and Nestlé. End beneficiaries include coffee smallholder farms and collectors. The regional focus of project activities in Indonesia are key coffee growing areas in South Sumatra. The project also aims to strengthen coffee supply chain sustainability and farmers’ livelihoods.
The National Project Officer will support the international Project Manager/CTA in all aspects of project implementation. The position will be based in Jakarta, Indonesia, under the responsibility of the ILO Country Office for Indonesia and Timor Leste (CO Jakarta). The incumbent will be required to maintain a close working relationship with the ILO senior OSH expert of the Decent Work Team (DWT), Bangkok, and other ILO technical experts, based in the ILO RO-Asia and for the Pacific and the ILO Headquarters, including the VZF Global Team. S/he will also work closely with the Programme Unit of the CO Jakarta, notably its OSH Focal Point, and with other projects and units of the ILO in Indonesia, as needed. The position will establish and maintain close working relationships with ILO constituents in Indonesia.
The NPO will work under direct supervision of the CTA (based in Jakarta) and under general guidance from the Director of the ILO in Indonesia and Timor Leste. S/he will receive further technical guidance and support from the ILO senior OSH expert (based with the DWT in Bangkok) and other relevant ILO technical experts, based in the field and in ILO headquarter. Furthermore, the position will work closely with the project’s administrative and financial assistant and provide support and guidance, as needed.
1. Support the effective coordination and planning, implementation, and monitoring and evaluation of project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures, in consultation with the responsible units/field office.
2. Establish and maintain effective working relations with relevant national partners. Promote opportunities for collaboration, notably in the fields of knowledge sharing and capacity development, including on OSH in agriculture and strengthening of social dialogue.
3. Assist in setting up an adequate monitoring and results measurement system.
4. Assist in reviewing progress and final reports and other data for clarity, consistency and completeness and monitor the progress of project activities.
5. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.
6. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Provide technical input, including designing PowerPoint presentations. Undertake missions to project sites independently or accompanying others.
7. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.
8. Liaise with other agencies’ counterparts (as relevant) to promote ILO's values, increase the project's visibility and seek opportunities to scale-up project interventions, in collaboration with ILO colleagues and the ILO Vision Zero Fund team in ILO Headquarters.
9. Promote ILO policies in related technical areas of the project.
10. Assist in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project.
11. Perform other duties as may be assigned by the CTA and/or the Country Director
University degree in economics, public policies, development studies or another related field,
At least two years of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Proven experience in working effectively with the ILO’s tripartite constituents (notably Ministry of Manpower, employer and worker organisations), development partners and the private sector would be an asset.
Technical requirements: Good knowledge of OSH-related topics (incl. OSH in agriculture, OSH in the informal economy, OSH and gender, and OSH and climate change) and responsible sourcing/supply chain due diligence. Good knowledge of Fundamental Principles and Rights at Work (other than OSH). Knowledge of the Indonesian coffee supply chain would be an asset.
Excellent knowledge of the working language of the duty station and excellent knowledge of English.
