Background:

The OSCE Programme Office in Bishkek (POiB) continues to be a committed partner to the Kyrgyz Republic in fulfilling its human dimension commitments. Particularly, the Human Dimension Department (HDD) projects on Combating Trafficking in Human Beings and Illegal Migration focuses on the effective implementation of the National Programme and 2022-2025 National Action Plan (NAP). The project aims to improve prevention, prosecution and victim protection efforts by strengthening the professional capacity of anti-trafficking stakeholders, improving coordination among them and raising awareness of vulnerable groups of population.

Objective of Assignment:

The OSCE POiB is establishing a roster call of qualified candidates to be engaged in the implementation of the human dimension programme specifically within the Combating Trafficking in Human Beings (THB) and Illegal Migration project. Selected candidates will provide expertise in one or more of the following areas:

Strengthen the Capacity: enhance the skills and resources of relevant government bodies and law enforcement agencies to effectively address migration and trafficking in human beings (THB) related issues; Improve Stakeholder Coordination: assist in enhancing coordination among all stakeholders involved in Migration and THB; Increase Awareness Among Youth and Potential Migrants: support initiatives to raise awareness among youth and potential migrants on issues related to THB and illegal migration; Contribute to Legislative Improvements: draft amendments to the National Referral Mechanism to better protect and assist victims of THB.

Tasks and Responsibilities:

Under the overall guidance and direction of the Programme Manager and the National Anti-Trafficking Officer, the National consultants will provide expertise and support in the implementation of the Human Dimension Programme projects, particularly:

Conduct training sessions on Combating Trafficking in Human Beings (CTHB) and Illegal Migration for law enforcement officers, social workers and civil society organizations; Assist in conducting of awareness-raising campaigns targeted at youth nationwide; Conduct a “Young Leaders Camp” for young activists on the topics of CTHB and Illegal Migration; Coordinate council meetings in Osh, Jalal-abad and Batken; Lead the Regional Simulation Exercise scheduled for 2025; Organize and moderate high-level events focused on Combating Trafficking in Human Beings and Illegal Migration; Support in monitoring and evaluation of governmental policies/national action plans/project implementation; Assist in the development of analytical materials and reports.

Necessary Qualifications:

University degree in Political and/or Social Sciences, Law, Journalism, Education, International Relations, or other related fields; A minimum of three (3) years of proven experience in Combating Trafficking in Human Beings (CTHB) and Illegal Migration; Experience and strong understanding of the human rights, situation of human trafficking, migration issues, and the social, economic and political situation as well as gender equality, in Kyrgyzstan; Experience in planning, implementation, management and monitoring of projects; Strong analytical and writing skills, with experience in legislative drafting and legal analysis; Proven experience in conducting training sessions, particularly on Combating Trafficking in Human Beings (CTHB) and Illegal Migration; Experience in implementating projects at the international, regional, or national level is highly desirable; Computer literate with practical experience using Microsoft applications; Professional fluency in Russian with excellent communication (both oral and written) skills; professional fluency in English and Kyrgyz would be an asset; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
