October 2025 (approx. 20 days) • Launch event in Jakarta: Lead coordination and logistics for a high-level national launch event with national stakeholders and international partners. • Workshops: Coordinate and support the organization of up to 3 technical workshops (e.g. geolocation data, e-STDB interoperability, awareness raising). 3. November – December 2025 (approx. 20 days) • Continued technical support & stakeholder engagement: Facilitate 2 additional workshops and ongoing stakeholder engagement. • Monthly status reports: Submit monthly status update documents (short format) summarizing activities, meetings, and progress. Work LocationHome-based in Jakarta, Indonesia Expected durationJuly to Decemeber - Possible travel Duties and ResponsibilitiesBACKGROUND: The International Trade Centre (ITC), a joint agency of the World Trade Organization and the United Nations, is implementing a new project titled: “Advancing Traceability, Legality and Sustainability (ATLAS) in the palm oil and timber sectors in Indonesia”, funded by the European Union. The three-year project aims to strengthen deforestation-free and legal production in Indonesia’s palm oil and timber sectors through improved traceability and transparency of supply chains in alignment with the EU Deforestation Regulation (EUDR). The National Coordinator, Palm Oil sector will be responsible for national coordination, planning, and implementation of all project activities related to palm oil, in close cooperation with stakeholders from government (notably the Ministry of Agriculture), private sector actors (including GAPKI), smallholder organizations, and civil society. A second National Coordinator – who will be selected through a separate recruitment process – will cover the timber sector component. DESCRIPTION OF DUTIES/RESPONSIBILITIES The Consultant will work under the direct supervision of the Project Manager at ITC Headquarters and in coordination with technical experts, the National Coordinator (Palm Oil Sector) will: Stakeholder engagement and coordination: • Develop and maintain strong working relationships with the Ministry of Agriculture, ISPO authorities, GAPKI, and other key national stakeholders in the palm oil sector. • Serve as the national focal point for all palm oil-related components of the project. • Facilitate coordination with district and provincial authorities, smallholder cooperatives, and relevant industry and civil society platforms. Technical planning and support: • Support planning and delivery of project activities under Output 1 (traceability) and Output 2 (legality compliance) for the palm oil sector. • Contribute to the identification of priority regions, target producers, and traceability tools, particularly for smallholders. • Provide technical coordination for strengthening and expanding the e-STDB smallholder registration system and improving data interoperability with national dashboards. • Assist with the rollout of geolocation data collection, trainings, and support tools for palm oil producers. Project management and reporting: • Coordinate operational activities with ITC HQ, including planning, follow-up, and logistical support for national activities. • Monitor progress and implementation of palm oil sector components and maintain regular reporting. • Contribute to technical inputs and assist in drafting project progress reports and updates to the Project Steering Committee as needed. Support to project governance and technical events: • Organize and facilitate national events, awareness-raising sessions, and technical dialogues with palm oil stakeholders. • Support the organization of training activities, public-private roundtables, and market linkages events in collaboration with national partners. NOTE – The selected candidate must be available for duty travel for short periods within the country. Qualifications/special skillsAdvanced university degree in agriculture, agronomy, natural resource management, development studies, trade, or a related field. A bachelor’s degree with two additional years of experience may be accepted. Extensive relevant experience may be accepted in lieu of the university degree. At least 7 years of professional experience in managing or coordinating development projects in the palm oil sector. Solid knowledge of the palm oil industry in Indonesia, including traceability, sustainability standards (e.g. ISPO), and smallholder dynamics. Proven experience working with or supporting Ministry of Agriculture and palm oil sector institutions (e.g. GAPKI, BPDP-KS, district agricultural offices). Strong networks with smallholder associations, cooperatives, and local implementation partners. Experience with EU-funded or other donor-funded projects is a strong asset.  Project coordination & stakeholder engagement: Proven ability to coordinate complex, multi-stakeholder projects with national and local institutions, including government bodies, private sector, smallholder organizations, and civil society.  Sectoral expertise: Strong understanding of the Indonesian palm oil sector, including sustainability challenges, smallholder dynamics, ISPO certification, and traceability mechanisms.  Communication & facilitation: Excellent interpersonal, communication, and facilitation skills to lead consultations, workshops, and high-level dialogues effectively.  Technical knowledge: Familiarity with traceability systems, geolocation data, and digital tools for agricultural data collection and interoperability.  Policy and institutional understanding: Experience working with the Ministry of Agriculture and key palm oil institutions (e.g., GAPKI, BPDP-KS), with a solid grasp of Indonesia’s regulatory and institutional landscape.  Organizational and reporting skills: Strong ability to organize events, produce timely meeting minutes, status reports, and synthesize stakeholder inputs into actionable work plans.  Language proficiency: Full professional fluency in Bahasa Indonesia and English, both spoken and written.  Adaptability and field readiness: Willingness and ability to travel domestically and adapt to diverse field contexts. LanguagesFull professional proficiency in English and Bahasa Indonesia is required.
