As part of this mandate, ESCAP has been providing technical assistance to member States on, among others, the development of sustainable transport policies and the transition to toward inclusive and low-carbon transport solutions. Within the context of these activities, ESCAP is supporting the Ministry of Infrastructure and Transport (MoIT) of Bhutan in the development of a national Sustainable Transport Master Plan. This project builds upon previous work conducted on Bhutan’s transport system, in particular the Sustainable Transport Roadmap drafted by the South Asia Regional Energy Partnership (SAREP). The project aims to deliver a comprehensive Sustainable Transport Roadmap by finalizing the existing materials and providing further support to the MoIT for its effective implementation. The completion of the project will provide the MoIT with concrete strategies for the modernization of Bhutan’s transport sector, contributing both to the country’s economic development and to the broader transition toward sustainable transport across the Asia-Pacific region. Against this background, ESCAP Transport Division is seeking to engage a national consultant for Bhutan, to work mostly remotely on a part-time basis, with relevant expertise to support the project's implementation. The objective of the consultancy is to finalize the Sustainable Transport Roadmap by the end of 2025, in accordance with the requirements of the MoIT, and contribute to making the project’s learnings accessible to all ESCAP member States. Qualifications/special skillsUniversity degree in economics, business, engineering, international relations or related discipline. Required: (i) At least 3 years of experience in transport policy, low-carbon mobility, or sustainable urban transport. (ii) Demonstrated expertise in successfully analyzing regulatory frameworks and writing policy reports related to transport policy making, transport decarbonization or and low carbon transport strategies. (iii) Relevant network and experience collaborating with government stakeholders, international organizations, and the private sector.
