Background of the assignment: Within the framework of the UNODC Regional Programme for Eastern Africa (2016-2025) and its respective mandates, UNODC, through its Regional Office for Eastern Africa (ROEA), aims, among other objectives, to promote and support effective responses by Member States in Eastern Africa to transnational organized crime and illicit trafficking at the legal, technical, and policy levels. UNODC does so primarily through its regional Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes (TOC/CT Programmes). Accordingly, the UNODC ROEA Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes (TOC/CT Programmes) is pivotal to UNODC’s mandate, assisting Member States in preventing, suppressing, and prosecuting transnational organized crime and terrorism-related offenses in Eastern Africa. In turn, the program is implemented through various outputs and activities, including sub-regional assessment on challenges, opportunities, and training needs, technical and legal advice, capacity building through training activities, procurement, and facilitation of national coordination and international cooperation. In the context of the TOC/TC Programmes, UNODC ROEA is implementing a project on “Supporting the modernization and professionalization of the Kenya National Police Service (NPS) College Main Campus in Kiganjo, Kenya” funded by the United States of America. The project supports the overall updating and refurbishment of the NPS College Main Campus in Kiganjo. As part of this process, UNODC will support professional systems and processes to manage assets The overall purpose of the assignment for this consult will be to provide support to NPS College Main Campus in Kiganjo administration, leadership, and various departments in the management of assets. This assignment is to review the current system in place for asset management, compile and report on assessment and necessary systems on assets management, for full compliance of administrative management and inventory ensuring that proper asset management is performed in adherence with international best practices and in accordance with to national rules, regulations, policies and strategies and that inventory procedures are complied within the college’s operations and daily functioning Qualifications/special skills• An advanced university degree (Master’s or equivalent) in asset management, finance, engineering, business administration, public administration, or a closely related field is required. A first-level university degree in a similar discipline, combined with two additional years of relevant professional experience, may be accepted in lieu of the advanced degree. A minimum of 10 years of progressively responsible experience in asset management, infrastructure planning, facilities management, or a related area is required • Proven ability to assess and analyze complex systems and data, identify trends and risks, and formulate evidence-based recommendations is required • Strong technical expertise in the principles, methodologies, and best practices of strategic asset management is required Proficiency in asset information systems, inventory management, enterprise resource planning (ERP) tools, and other relevant digital platforms is required • Excellent communication skills, including the ability to present complex information clearly and adapt language, tone, and style to diverse audiences, are desirable Experience delivering training, facilitating technical workshops, or advising public sector institutions or international organizations on asset management strategies is desirable Languages• English and French are the working languages of the United Nations Secretariat. For this position, fluency in English—both written and oral—is required. Knowledge of another UN official language is an advantage. Additional InformationNot available.
