  Context

Under the overall supervision of the Head, Peace and Development Coordination Unit (PDCU) and the direct supervision of the Programme Manager (MECR), the National Climate Change and Environmental Officer will support IOM’ Migration, Environment, Climate Change and Risk Reduction (MECR) Programme in Mozambique. The incumbent will contribute coordination with the Government of Mozambique at the national, provincial and district levels and will assist in the design and implementation of project activities. This includes supporting the development of tools, guidelines, and other materials related to the implementation of ongoing projects on environmental sustainability and climate change adaptation.

 

  1. Support the planning, coordination, and implementation of project activities related to climate change adaptation and human mobility, including contributions to the development of Local Adaptation Plans (LAPs), in alignment with project objectives, donor requirements, and national priorities (e.g., National Adaptation Plan, Nationally Determined Contributions, and the National Strategy on Climate Change Adaptation).
  2. Assist in organizing and facilitating regular technical meetings, workshops, and bilateral consultations with relevant government counterparts and local authorities.
  3. Support engagement with national and local authorities and participate in coordination mechanisms and with UN agencies and key stakeholders involved in climate policy, environment, and disaster risk reduction.
  4. Provide technical and logistical support to promote the integration of displaced communities and communities on the move into climate change policies and plans.
  5. Assist in preparing and delivering technical sessions and capacity-building workshops for government officials, civil society organizations, and other stakeholders on themes such as climate change and human mobility, nature-based solutions, and inclusive adaptation planning.
  6. Contribute to the development and dissemination of context-specific tools, guidance, and knowledge products to inform LAP development and other adaptation interventions.
  7. Assist in the drafting of project proposals, concept notes, and other planning or donor documentation, contributing to the expansion of IOM’s climate change and environmental programming in Mozambique.
  8. Support data collection, analysis, and reporting, in coordination with the M&E team, to track progress against indicators.
  9. Provide inputs to the communication team for the production of communication and visibility tools and materials to engage with donors and stakeholders more effectively.
  10. Support the organization of field visits, stakeholder briefings, and technical follow-ups, including logistical arrangements.
  11. Coordinate with other IOM programmes, such as Displacement Tracking Matrix (DTM), Camp Coordination and Camp Management (CCCM), and other relevant units, to support cross-sectoral integration and coherence of activities.
  12. Assist in monitoring the work of consultants engaged in the implementation of activities, under the guidance of the Programme Manager, and contribute to quality assurance.
  13. Provide regular updates and inputs to the Programme Manager (MECR) and reporting colleagues to support donor reporting and internal programme reviews. 
  14. Perform such other duties as may be assigned.  Education
    • Bachelor’s degree in the field of international Relations, Political Science, Environmental science or related field from an accredited academic institution with two years’ professional experience; or, 
    • Master’s degree in the above-mentioned fields Accredited Universities are those listed in the UNESCO World Higher Education Database.   Experience
      • Professional experience in UN agencies, international NGOs, government institutions, or related organizations working on climate change adaptation, disaster risk reduction, or environmental policy.
      • Experience supporting or coordinating projects on climate change, human mobility, or resilience building, ideally in the context of national or local policy development (e.g., Local Adaptation Plans, NAPs, or NDCs).
      • Experience in organizing and facilitating coordination meetings, trainings, or workshops with government authorities, civil society, and other stakeholders.
      • Experience in communicating and collaborating effectively with individuals from diverse cultural, professional, and institutional backgrounds.
      • Demonstrated experience working with or supporting government counterparts, particularly in multi-stakeholder policy or planning processes.
      • Experience coordinating and monitoring consultants and service providers to ensure quality control, timely delivery, and adherence to project workplans and donor requirements. Skills
        • Solid understanding of climate change adaptation, human mobility, and disaster risk reduction frameworks, including National Adaptation Plans, National Determined Contribution, Local Adaptation Plan, Sendai Framework, Loss and Damage, etc.
        • Knowledge of government coordination structures on climate-related planning processes.
        • Familiarity with UN programming and donor-funded project cycles, including planning, implementation, monitoring, and reporting requirements.
        • Strong communication, interpersonal and organizational skills. 
        • Ability to write clearly and concisely in English and in Portuguese. 
        • Demonstrated gender awareness and sensitivity. 
        • Ability to work effectively and harmoniously with colleagues from diverse cultures and professional backgrounds;
        • Proficiency in Microsoft Office applications, including Word, Excel, and Power Point.
