Work LocationNairobi Expected duration9 months Duties and ResponsibilitiesBackground and Organizational Settings The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Early Warning and Assessment Division is responsible for analyzing the state of the global environment, providing early warning information and assessing global and regional environmental trends to catalyze and promote international cooperation and action on the environment. The Scientific Assessment Branch of the United Nations Environment Programme’s Early Warning and Assessment Division (thereafter, the Branch) regularly produces a broad range of integrated and thematic assessment reports as part of Science Policy core mandate. The Branch is expected to deliver a number of major reports, including the Seventh edition of the Global Environment Outlook (GEO-7). This product aims to provide evidence-based and credible scientific assessments of the state of the environment and emerging environmental problems of international significance as a basis for informed decision- and policy-making on all global environmental matters. GEO-7 will focus on assessing solutions pathways for policymakers, providing them with sufficient guidance on the practical steps for policy development and adoption, implementation, timing, potential challenges, ways to assess and manage synergies, trade-offs, unintended consequences and harness the potential socio-economic benefits of these transformations. GEO-7 will also continue to assess the state and trends on the global environment as well as providing an outlook that provides useful guidance on the possible environmental and socio-economic implications of the needed transformational changes. Climate change, biodiversity loss, pollution and land degradation will be crosscutting issues across the state of the environment section of GEO-7 report. The Branch is recruiting a national consultant in the GEO Secretariat to perform technical work with the coordination of the digital transformation of GEO processes by providing programming coordination, managing server resources, conducting research and data analysis, and developing data collection tools. Additional responsibilities include coordinating the development of the GEO-7 assessment and other assessments as required, organizing technical meetings, offering technical reviews, participating in field missions, liaising with experts, and collaborating with implementation partners. Specific tasks and responsibilities Under the supervision of the Programme Management Officer, Global Assessment Unit), Unit, Early Warning and Assessments Division, United Nations Environment Programme, the consultant will perform the following tasks; • Provide comprehensive programming and technical guidance to the GEO team for creating and managing online portals that facilitate governmental, stakeholder, and expert nominations, as well as surveys and data gathering. • Oversee the setup, optimization, and maintenance of servers hosting GEO’s tools, ensuring high performance, security, and reliability. • Data collection and compilation, analyzing how various stakeholders, scientific advisers, and policymakers use GEO assessment findings, and assessing their influence on decision-making and policy actions. • Leverage analytical methods to generate actionable insights that inform strategic decision-making. • Contribute to the creation and enhancement of methodologies and instruments designed to measure the impact of GEO publications. • Develop, administer, and verify the quality of questionnaires, ensuring that data collected through GEO surveys is accurate and reliable. • Collaborate with the GEO team to build and refine online portals, platforms, or websites that modernize and streamline GEO processes and publications. • Producing and curating digital content aimed at maximizing the reach and impact of GEO’s products. • Attend missions, offering guidance to external teams, documenting outcomes, and preparing mission summaries when needed. • Provide substantive and technical support for missions within GEO’s operational areas, ensuring alignment with the program’s objectives. • Engage in unit-level discussions, contributing insights and recommendations to strengthen GEO’s ongoing initiatives. • Organize and synchronize the various chapters of the GEO-7 assessment to ensure clarity, consistency, and accuracy. • End-to-end process of creating the GEO-7 report, including planning, research, drafting, and review. • Planning, coordinating, and executing technical sessions, workshops, and stakeholder consultations integral to the GEO process. • Serve as a resource for expert contributors to GEO-7, promoting effective communication and collaboration throughout development. • Contribute to compiling and editing other environmental assessment reports and summaries, as directed by the supervisor. • Participate in the organization and presentation of training webinars for experts. • Resolving technical issues faced by the GEO Team, troubleshooting problems swiftly and ensuring minimal workflow disruption. • Collaborate on incorporating diverse digital solutions, ensuring compatibility and smooth functionality within GEO’s overall systems. • Work closely with partners to maintain alignment on project objectives, ensuring efficient coordination and timely completion of all deliverables. Qualifications/special skills• A lst level degree in a science-related field, data management or computing is required. Knowledge of global and regional environmental issues is an asset. • At least 4 years of progressively responsible experience at international level in project or programme management and implementation, monitoring and reporting and administration or related areas is required. • Experience in the coordination of global environmental assessments including the coordination of external expert authors and preparing various written outputs such as outcomes documents and background papers is desirable. Good user interface design skills using the latest technologies and web-frameworks is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the consultancy, fluency in oral and written English is required. Knowledge of another UN Language is desirable. Additional InformationNot available.
