The Partnership for Harmonized Operations, Effectiveness, and Navigation in Implementing European Investment Bank (EIB) Resilient Syunik Program (PHOENIX-RESYP) is an EU-UNDP technical assistance initiative aimed at supporting the Ministry of Territorial Administration and Infrastructure of Armenia (MTAI), Project Implementation Unit (PIU) of the Armenian Territorial Development Fund (ATDF), Governor’s office and target municipalities of Syunik province under Resilient Syunik Program (RESYP) programme funded by the EIB.
The overall objective of the Project is to strengthen infrastructure resilience in Syunik province and enhance delivery of accessible public services, including education, health and safe drinking water supply, as well as energy efficiency through support to the proper implementation of the Syunik Resilience Program framework loan provided by the EIB.
The PHOENIX-RESYP Project outcome is to ensure effective planning, operation, and monitoring of schemes financed under the EIB loan enabled through strengthened governance capacity of the MTAI, ATDF and MOF.
The Outputs of the Project are as follows:
Output 1. Effective operation management system for implementing RESYP project is in place at the ATDF. Output 2. The ATDF PIU operates effectively, with optimized internal processes and enhanced capacity to manage implementation and procurement functions. Output 3. Quality investment proposals with procurement plan developed and approved by MTAI and ATDF. Output 4. Independent verification and anti-corruption measures are embedded and consistently applied throughout the PIU operations to ensure transparency and integrity across all operations. Output 5. Enhanced capacity of ATDF, line ministries, Syunik local government, and communities to identify, prepare, implement, and monitor development operations effectively.Duties and Responsibilities
Monitoring and Evaluation Framework Development and Implementation:
Design and manage a comprehensive Monitoring and Evaluation (M&E) framework aligned with the RESYP Results Framework, Theory of Change, and PHOENIX Results Framework. Define and refine key performance indicators (KPIs), milestones, and targets, ensuring consistency with EIB guidelines, UNDP standards, and national regulations. Develop data collection tools (e.g., surveys, checklists, digital platforms) and methodologies (quantitative and qualitative) for tracking progress across health, education, water infrastructure, procurement, and capacity-building activities. Conduct regular field visits and remote monitoring to verify physical/financial progress, quality standards, and adherence to timelines. Coordinate with Infrastructure Coordination Experts, Technical Component Managers, Syunik Resident Field Coordinator, Data and Reporting Assistant and ATDF PIU to ensure accurate data collection, analysis, and validation. Support the design and execution of baseline assessments, mid-term reviews, and end-of-project impact evaluations. Ensure the integration of environmental, social, and gender-sensitive indicators, especially in relation to vulnerable and refugee populations.Reporting and Knowledge Management:
Prepare high-quality quarterly, annual, and final reports for UNDP, EIB, and national stakeholders, integrating quantitative/qualitative data on outputs, outcomes, and impacts. Develop standardized reporting templates and guidelines to ensure consistency across sectoral reports (health, education, water). Maintain a centralized M&E database/dashboard for real-time tracking and stakeholder access. Ensure alignment of all reporting outputs with EIB’s financial and operational reporting requirements, including safeguard-specific deliverables (ESMP, SEP, SWMP). Support the preparation of disbursement requests through accurate financial and implementation data reporting. Review and validate the quality of sector-specific reports, ensuring clarity, consistency, and relevance of findings. Document lessons learned, best practices, and recommendations for adaptation and integration into future programming.Compliance and Quality Assurance:
Ensure that project activities comply with EIB Environmental and Social Standards (ESS), UNDP safeguards, and national regulations. Review sector-specific reports for accuracy, clarity, and alignment with project goals. Oversee timely submission of Environmental and Social Management Plan (ESMP), Stakeholder Engagement Plan (SEP), Solid Waste Management Plan (SWMP), and safeguard-related reports to EIB. Support mid-term and final evaluations, including baseline/endline assessments to measure project impact on community resilience and socio-economic well-being.Stakeholder Engagement and Communication:
Coordinate closely with the Community Engagement and Stakeholder Relations Analyst to disseminate monitoring results to local communities, government counterparts, and civil society. Establish community-level feedback loops to ensure responsiveness to beneficiary needs and concerns. Coordinate with Environmental and Social (E&S) Consultants to ensure gender-sensitive, environmental, and refugee-related indicators are embedded in evaluations. Contribute to participatory M&E practices that promote community ownership and transparency.Financial and Operational Support:
Assist in preparing disbursement requests by verifying financial reports, budget utilization, and expenditure alignment with EIB requirements. Provide ad-hoc updates to UNDP, EIB, and MTAI on risks, delays, or corrective actions.Institutional Arrangements:
The Monitoring, Evaluation and Reporting Analystworks under the supervision of the Project Manager and the overall guidance of UNDP CO Democratic Governance Programme Analyst / Team Leader, and closely collaborates with UNDP CO and Operations Team as appropriate ( RBM Programme Analyst, Infrastructure Coordination Experts, Programme Associate, etc.). The incumbent provides effective and efficient implementation of project activities with major focus on ensuring EIB standards, policies and procedures under all pillars of the Project.
The Monitoring, Evaluation and Reporting Analystwill be given access to relevant information necessary for the execution of the tasks under this assignment.
Materials provided to the Monitoring, Evaluation and Reporting Analyst and all proceedings shall be regarded as confidential, both during and after the contract term. Violation of confidentiality requirements may result in an immediate termination of the contract.
The Monitoring, Evaluation and Reporting Analystwill be based in Yerevan with frequent travel to Syunik province. S/he will report to the Project Manager and work closely with:

Education:
Master's degree or equivalent in Social Science, International Development, Monitoring & Evaluation, Public Policy or related field is required, or; Bachelor’s degree in the areas mentioned above in combination with 2 additional years of qualifying experience will be given due consideration in lieu of the advanced university degree.Experience:
A minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant professional experience in M&E and reporting in large-scale infrastructure/development projects (preferably EU/EIB-funded).Language:
Fluency in English and Armenian languages is required.Required skills:
Proven track record in designing M&E frameworks, conducting evaluations, and managing donor reporting. Strong knowledge of M&E methodologies, data management systems, and impact assessment tools. Proficiency in data analysis software (e.g., SPSS, STATA) and digital M&E platforms.Desired skills:
Proven experience with international standards (e.g., EIB, UNDP) and safeguard compliance. Excellent writing and analytical skills, capable of producing quality reports for technical and non-technical audiences. Familiarity with Armenian regulatory frameworks and Syunik Province’s socio-political context. Experience with gender-sensitive and conflict-sensitive M&E approaches.
