Work LocationSouth Sudan Expected duration3 Months Duties and ResponsibilitiesSouth Sudan continues to face multifaceted challenges rooted in its history of conflict, political instability, and underdevelopment. Despite achieving independence in 2011, the country has struggled to establish stability, leading to prolonged humanitarian crises and hindered socio-economic progress. Since April 2023, both the humanitarian and socio-economic situations in South Sudan have significantly worsened, while the political landscape both internally and externally has become increasingly uncertain. The ongoing war in Sudan has displaced both Sudanese and South Sudanese people, intensifying competition for scarce resources and placing additional demands on an already overstretched humanitarian system. This conflict has further complicated South Sudan's already precarious political dynamics. Progress in implementing the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) has been limited. The United Nations plays a crucial role in supporting South Sudan's development agenda through various initiatives coordinated by the United Nations Country Team (UNCT), the Humanitarian Country Team (HCT), and the United Nations Mission in South Sudan (UNMISS). In response to the crisis, the UNCT held a retreat on August 27-28, 2024, where they identified four key priority areas to focus on for the remainder of the United Nations Sustainable Development Cooperation Framework (UNSDCF), which has been extended to December 2026. These areas are food security, health and education, climate change, and youth and gender, which have been designated as additional strategic focus areas. To support this effort, the UN Resident Coordinator's Office (RCO) is procuring the services of a senior Monitoring and Reporting Consultant for a detailed three-month assignment from April to July 2025. The consultant will align the identified priority areas with the existing UNSDCF results and assist in implementing key milestones related to the UNSDCF program cycle. This position is in the United Nations Resident Coordinator's Office (UN RCO), within the Integrated Office of the DSRSG/RC/HC in South Sudan with a day-to-day reporting line to the Head of RCO / Strategic Planner. The incumbent would support the DSRSG/RC/HC vision of development and humanitarian data analysis, mapping, and visualization to strengthen joint priorities, coherent planning and strategic decisions. Under the overall guidance of the Resident Coordinator and day-to-day supervision by the Head of the Resident Coordinator's Office, the Monitoring and Reporting Consultant will be responsible for the following tasks: • Manage the South Sudan Cooperation Framework (CF) Results Groups, including support for Q1 and mid-year reporting. • Facilitate the finalization of a list of policies and legislations by the Results Groups for UNCT endorsement and advocacy. • Support Results Groups in analysis and reporting to Government Clusters, ensuring alignment with the Action Plan for the four UNCT programmatic priorities. • Provide support to the Programme Criticality Light review and update process. Qualifications/special skillsAn advanced degree (master's degree or higher) in social sciences or a related field is required. Knowledge of results-based management is desirable. At least 10 years of experience program/project management, implementation, monitoring, and reporting is required. Proven ability to work with multi-disciplinary and multi-national teams comprised of staff at medium and senior levels. Effective presentation skills is required.
