Background

The UNDP Tajikistan Country Office was selected as the Principal Recipient in the implementation of HIV/AIDS grants provided to Tajikistan by the Global Fund to fight AIDS, Tuberculosis and Malaria since 2003. The overall goal of the Project is to reduce the burden of HIV and TB in the country through addressing challenges related to HIV, drug resistant (“DR”) TB, co-infection of TB/HIV, human rights barriers, and underlying health systems shortcomings calling for urgent actions. The Project is streamlined around four main objectives, aiming at ensuring effective HIV response measures among key populations (KPs), scaling up access for early and quality diagnosis, treatment and care, ensuring integrated care for those affected both by TB and HIV, as well as strengthening national public health response. The Project will build up on the previous projects’ achievements and results; it will additionally, introduce innovative approaches, such as index testing for HIV, introduction of TB-LAM diagnostic method and new community active case finding interventions using One Impact mobile solution. Also, the Project will contribute to the national health care reform by building and improving the technical and managerial capacities of health professionals, promoting participation of civil society organizations in the response to the HIV/AIDS and TB epidemics, and enhancing the cooperation of non-governmental organizations with the public health sector.

Duties and Responsibilities

To be responsible for Monitoring and Evaluation activities of the grant jointly and under the supervision of M&E/Reporting Analyst Support in development of draft M&E plans (separate for each Sub Recipient (SR) and an overall one for the Principal Recipient) for HIV and TB components

Develop a field monitoring plan based on agreed upon progress and target indicator sets and undertake ongoing field and desk monitoring of project supported interventions of SRs; Develop/update monitoring and evaluation tools including forms, questionnaire, check lists etc.; Undertake regular field visits to the project sites with the purpose of performing monitoring activities, develop substantial monitoring and evaluation reports and make a follow up on recommendations; Prepare in form and substance satisfactory to the GF and UNDP periodic M&E reports on implementation of the project; Participate in development of uniformed system of indicators, provide support to ensure the indicators are aligned with national M&E plans and in line with the PF for the GF project and ensure appropriate use of those;  Assist in drafting of TORs for Baseline, Mid-term and End of program Evaluations for HIV and TB components.

Support M&E/Reporting Analyst, HIV Coordinator, TB/M&E Coordinator and other project teams in developing regular donor reporting (PUDR), contracting SRs, review and ensure timely and quality submission of reports by SRs 

Review periodic technical reports of SRs and provide appropriate comments; Assist in consolidation of periodic reports for submission to donor and other stakeholders; Closely coordinate with the project staff in order to ensure timely and substantial reporting on activities implemented; Support the M&E/Reporting Analyst in data analysis and extraction of strategic information, development of Progress update reports, donors reports and UNDP corporate reports; Under the supervision of the M&E/Reporting Analyst, he/she provides to the Local Fund Agent (LFA) all the required documentation in compliance with UNDP rules, policies and procedures;

Capacity building of national partners on M&E related activities and knowledge sharing

Provide technical assistance on the identification of potential implementation main bottlenecks, proposes mitigation measures and provide assistance to implement them;  Provide technical support to the SRs, national partners UN entities, and technical partners to strengthen national systems and health institutions, across the functional area of monitoring and evaluation, and implementation of a training plan/curriculum for the SRs' and PIU staff; Support within the PIU and the Ministry of Health, HIV and TB programmes and the other SRs in knowledge generation and communication through documentation of lessons learnt and best practices directly linked to the Grant.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The incumbent will directly report to M&E/Reporting Analyst with matrix supervision from HIV Coordinator and TB/M&E Coordinator.

Required Skills and Experience

Education:

Secondary Education is required.  University degree (bachelor’s degree) in Medicine or Public Health, Epidemiology, Sociology or related areas will be given due consideration, but is not a requirement. 

Experience:

Minimum of 7 years (with Secondary Education) or 4 years (with Bachelor's degree) of professional experience in implementing health projects, especially project coordination experience including monitoring and evaluation activities.

Required skills:

Demonstrated knowledge or experience of monitoring and evaluation activities in project implementation. Experience in assisting with the design or implementation of monitoring and evaluation systems, or in supporting development project activities, is required. Experience with quantitative and qualitative data and use of basic data collection tools or methods is required; experience using these tools in innovative ways.

Desirable skills:

At least two years of professional experience in implementing health projects, especially project coordination experience (including monitoring and evaluation activities is desired) in health (preferably TB and/or HIV). Experience in assessment of data quality and analysis related to HIV and TB is desired. Experience with United Nations or UNDP policies and experience with Global Fund policies and procedures is desired. Experience in networking and building partnerships (government, donor, civil society) is desired. Previous experience in knowledge sharing and promoting learning environment is desired.

Languages:

Fluency in Tajik and Russian language is required. Working knowledge of English is desired.
