Background
In support of the Government of Zimbabwe, the United Nations Development Programme (UNDP) has embarked on the implementation of a five-year Country Programme Document (CPD) 2022-2026. UNDP focuses on areas that have a multiplier effect through a targeted build-up of capacities, policies, the creation of dialogue space, and scalable downstream interventions. Proposed downstream interventions will seek to provide platforms for citizen engagement in democratic processes and facilitate access to skills, knowledge and new technologies for increased income generation. In so doing, UNDP Zimbabwe renders its support through the following three programmatic areas: 1. Transformative Governance 2. Prosperity 3. Nature, Climate, and Energy and 4. Global Fund: Health Service Delivery.
Under the guidance and supervision of the Programme Management Support Unit (PMSU) Team Leader, the Monitoring and Evaluation Analyst supports the effective implementation of the monitoring and evaluation policy, monitoring and evaluation requirements for the Country Programme and projects, and thematic crosscutting activities.
The Monitoring and Evaluation Analyst supports to ensure objective Monitoring and Evaluation activities are designed and managed to assess country programme relevance, effectiveness, efficiency, impact and sustainability. Monitoring and Evaluation activities are carried out in a credible and systematic manner. Monitoring and Evaluation lessons and recommendations are used for programme design and contribute to the implementation of UNSDCF 2022 - 2026 priorities and results.
The Monitoring and Evaluation Analyst works in close collaboration with Management, Programme and Operations Teams in the UNDP Country Office as well as with Government officials to ensure that thematic, programme and project as well as outcome. M&E is carried out according to schedules and that findings and recommendations are implemented and followed up on.
Duties and Responsibilities
Scope of Work .
Within the delegated authority and under the supervision of the PMSU Team Leader, the M&E Analyst will undertake the following tasks:
1.Participate in supporting monitoring and evaluation frameworks, systems, and tools, and as applicable, conduct programme quality assurance in keeping with corporate policies.
Contribute to the programme of work, identification of topics, and projects/programmes to be monitored and evaluated; Support promotion of monitoring and evaluation standards, quality assurance/control and capacity development in the Country Office as well as being the Social and Environmental Standards (SES) and Stakeholder Response Mechanism (SRM) focal person for the Country Office; Guide and support to operationalize and improve innovation and utilization of existing systems of programme planning and reporting; Guide in monitoring utilization of programme resources including equipment with the view to determining cost effectiveness; Guide in provision of monitoring and evaluation feedback into policy/project/programme design, including joint programming initiatives and reporting requirements; Support data collection, synthesis and reporting of office, regional and global indicators.2. Advise and support monitoring, reporting, evaluation and results-based management of Country Office programmes and projects.
Support the review of existing and development of potential real-time monitoring initiatives by UNDP and its partners; Guide and support in preparation and planning for quarterly, midterm and annual workplan reviews; Support quarterly updating of the Annual Work Plan tracking template; Support documentation of monitoring and evaluation best practices, and lessons learned and recommendations to be integrated into knowledge management initiatives; Assist in writing features and success stories about results achieved and efforts pursued by UNDP; Contribute to the production of internal monthly, quarterly and annual reports; Support the documentation of the country office’s programme monitoring activities, including field monitoring, training workshops, supplies and end user satisfaction monitoring; Guide and support in planning and conducting of field monitoring visits and production of reports; Support the timely update of the CPD dashboard established by UNDP Zimbabwe.3.Support capacity building and facilitate knowledge building and sharing on monitoring, evaluation and results-based management in CO.
Provide support to UNDP/partners in Monitoring & Evaluation and Results Based Management; Assist in making follow ups on Country Office reporting requirements to specific funding partners, and support all Programme Managers and Officers to ensure that all reports are prepared according to standard formats; Participation in monitoring and evaluation community of practice, remaining abreast of latest development and professional standards, tools and methodologies.Institutional Arrangement.
The Monitoring & Evaluation Analyst will be supervised by the PMSU Team Leader and overall report to the Deputy Resident Representative - Programme.

Education:
Advanced university degree (Master’s degree or equivalent) in Evaluation, Economics, Public/Business Administration, Social Sciences, Statistics, Technology, or related field is required. OR A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.Experience:
Minimum 2-years (with master’s degree) or 4 years (with bachelor’s degree) of professional working experience in Monitoring and Evaluation or development work is requiredRequired Skills
At least Two (2) years of experience in designing and implementing results measurement systems in the development context at the national or international level is required; Experience in qualitative and quantitative research methodologies is required; At least two (2) years of experience in extracting relevant findings from data to inform strategic decision-making in the public or private sector is required; Experience working with international organizations, developing country governments, donor agencies and / or NGOs and other civil society groups involved in various sectors of international development.Desired Skills
