  Context

IOM Ireland has been operating in Ireland since 2001, currently in following areas of migration management: Assisted Voluntary Return and Reintegration, Resettlement, Family Reunification, Counter-Trafficking, Protection, Integration Support to Beneficiaries of Temporary Protection, Integrated Immigration Governance and Mental Health and Psychosocial Support (MHPSS). 

IOM provides mental health and psychosocial support to international protection seekers residing in the Citywest accommodation facility with the aim to improve their psychosocial well-being and to strengthen their overall resilience. 

Under the overall supervision of the Chief of Mission in Ireland, the Head of MHPSS Unit and the direct supervision of the Senior Cultural Mediation and Community Engagement Associate, the incumbent will support the implementation of project activities, supervise work of the Cultural Mediators in the Citywest accommodation centres and other designated locations for international protection applicants in Ireland, as well as for the on-site coordination with stakeholders

  • Support the coordination of daily operations and services provided to the beneficiaries by the Cultural Mediators helping the team follow relevant standards.
  • Supervise the Cultural Mediators in the implementation of their activities, supporting equitable allocation of tasks within the team, helping with the use of allocated resources.
  • Collaborate with the Senior MHPSS Associate to support the work of Cultural Mediators in contributing to MHPSS needs assessments, surveys and research carried out by MHPSS teams, to help to promote access to community-based psychosocial and protection services.
  • Ensure that all Cultural Mediators connect with all new residents transferred into the Centre and that they refer cases identified as potentially vulnerable to the Case workers.
  • Support the identification of training needs and resources of the team and volunteers and report them to the Cultural Mediation and Community Engagement Coordinator.
  • Prepare weekly updates on trends and challenges and highlight practical solutions implemented during the reporting period.
  • Escalate any sensitive issues following the appropriate referral pathways and provide weekly analysis of complaints and feedback received from residents.
  • Assist in providing the Cultural Mediators with the tools to needed to carry out their work.
  • Maintain contact with agencies to support the coordination of communication and interpretation services between beneficiaries and service providers.
  • Keep abreast of policies, standards and best practices affecting international protection applicants in Ireland and share updates with the team.
  • Support the maintenance of transit accommodation centres as safe protection-sensitive environments and help follow appropriate referral pathways in cases of any harm affecting residents.
  • Assist the project with the monitoring, evaluation and reporting tasks
  • Perform such other duties, as may be assigned. Education
    • High school diploma with at least six years of relevant experience; or,
    • Bachelor’s degree in Communication, Social Sciences, International relations or related fields from an accredited academic institution with at least four years of relevant experience.Accredited Universities are those listed in the UNESCO World Higher Education Database. Experience
      • Experience supporting programmes for migrants or vulnerable groups.
      • Experience providing direct assistance to migrants and/or refugees preferred.
      • Knowledge and experience working with State agencies, non-governmental organisations in Ireland, and previous experience with international organizations, EU Agencies and/or Irish law enforcements or Government’s departments is preferred.
      • Understanding of international standards, best practices, issues related to displacement and integration.
      • Previous work experience or training in Cultural Mediation is an advantage.
      • Experience in working in a multi-cultural environment is an advantage.Skills
        • Ability to work with migrants and asylum seekers.
        • Strong interpersonal skills, including empathy and emotional resilience.
        • Intercultural competence and effective communication skills.
        • Capacity to support the resolution of misunderstandings in an objective and impartial manner between the beneficiaries and the authorities.
        • Basic understanding of psychological principles in interpersonal communication and awareness of issues affecting asylum-seekers.
        • Knowledge of the procedures related to the asylum application in Ireland.
        • Strong organizational, facilitation, writing and presentations skills.
        • Computer literacy in standard software applications (MS Office, etc).
        • Ability to compile, summarize, and present information and basic statistical data clearly.Languages
          • For this position, fluency in English is required (oral and written).
