A vacancy for a local fix-term Media Development Associate G6, has arisen in the Democratization Department of the OSCE Presence in Albania.
The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.
Originally established in 1997, today, the Presence’s activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human right, protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

The position is placed in the Democratization Department, focusing on media development, which monitors and supports media freedom in the country through various means, ranging from upgrading professional standards to ensuring that the regulatory and legal framework fully complies with OSCE principles. Its activities aim to bring together representatives of Albanian media bodies under shared universal standards, while encouraging transparency, the right to
freedom of information and expression, supporting the safety of journalists, promoting media and information literacy, adherence to applicable codes of conduct, and fostering a professional media environment.
Tasks and Responsibilities:
The incumbent works under the direct supervision and guidance of the Senior Democratization and Media Officer and in coordination and close cooperation with Head of Democratization Department. The incumbent provides technical and administrative support to ensure the smooth implementation of project activities related to media development. While not independently responsible for strategic decisions, the incumbent plays a key role in supporting informed decision-making through accurate information gathering, coordination, communication and perform the following duties:
1. Assists the Senior Democratization and Media Officer with project implementation and follow up, particularly by providing input to drafting project and activity documents, assisting in negotiations with beneficiaries and implementing partners, supporting the preparation and execution of project activities, and providing translation, interpretation and administrative assistance.
2. Follows and researches key media development issues of interest to the Presence; keeps track of policy processes and monitors cases relevant to the media; drafts reports; assists the Senior Democratization and Media Officer in monitoring and investigating potential violations of freedom of the media and journalists’ safety; and monitors electronic and print media, particularly for issues related to media development, including violations of media ethics and best practices
3. Conducts research on the institutional and policy framework at the international level; prepares overviews and formulates recommendations and proposals for the Senior Democratization and Media Officer.
4. Assists in maintaining working relations with media and media-related organizations, universities and institutions through professional contacts; arranges and attends meetings with representatives of local media, governmental institutions, and international partners; and prepares minutes of meetings.
5. Drafts contributions for weekly and other reports, and provides written input for various tasks from Senior Democratization and Media Officer and Head of Democratization Department.
Necessary Qualifications:
Education:
• Secondary education supplemented by formal studies in Journalism, Social Sciences, Humanities, International Relations or related field.
Experience and knowledge/skills:
• Minimum 6 years of experience in media development work, working with the media, media institutions, or in project implementation with international and/or national organizations, particularly in gathering, organizing, analysing, editing, and disseminating information.
• Familiarity with the current Albanian media development affairs and good knowledge of OSCE work.
• Ability to conduct research and collect information from a variety of sources
• Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet.
• Excellent oral and written communication skills in English and Albanian.

Remuneration Package:
According to the fixed OSCE salary scale, the monthly remuneration for G6 is approximately 1,192.83 EURO, subject to National Social Security deductions, in line with the Albanian Law.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
