Overall purpose of the role: The MEAL Coordinator is responsible for leading the monitoring, evaluation, accountability, and learning (MEAL) initiatives within DRC Türkiye, providing technical supervision to the MEAL teams in the area offices. This position is crucial in ensuring that DRC Türkiye adheres to the Core Humanitarian Standard (CHS) and maintains a fully functional feedback and complaints response mechanism. With a country-wide focus, the role ensures that DRC Türkiye complies with the DRC global MEAL model. Additionally, the MEAL Coordinator contributes to the development of country strategies, translating them into actionable plans and daily tasks where relevant to MEAL. The role requires close collaboration with technical coordinators, grants coordinator, partnership coordinator, Regional MEAL Coordinator and other units to contribute effectively to all stages of the programme cycle.

Geographic Scope: Country (Türkiye)

The role is based in the DRC Country Office (Adana) and will be technically supervising MEAL Team members in Hatay, Kahramanmaras, Kilis, and Sanliurfa and providing support to DRC partners. The role holder will be required to often travel to the areas that DRC operate and conduct visits to DRC partners.

Duties and Responsibilities:

Monitoring and Evaluation

Provide regular technical MEAL oversight at all programme cycle stages (design, planning, implementation, monitoring, evaluation and close out) Provide regular technical MEAL support and guidance to Technical Coordinators (TCs), Programme Managers (PMs), Area Managers, local partners and other relevant staff in both a structured manner and on a case-by-case basis Facilitate the creation of project, programme and country-based log frames and M&E plans jointly with PMs and TCs Participate in project kick-off, grants review meetings, periodic reviews, and closeout meetings to present key MEAL data, endorse good practices, share key lessons learned, and strengthen synergies between projects or programmes Liaise with the Regional MEAL Coordinator and HQ MEAL Unit to ensure compliance and understanding with all global MEAL Model and new developments and initiatives Coordinate with field staff and partner organizations to develop tools and methods to improve data collection, and lead data collection and analysis processes Ensure all projects have adequate MEAL budget for effective MEAL work and prioritize spending according to core needs Undertake field trips to carry out physical monitoring of ongoing projects and provide real-time recommendations to area teams for improvement Facilitate internal and external evaluations and follow up that the learning and recommendations from the evaluations are widely shared and utilized for continual learning, adaptation and new programme design

Accountability and Learning

Supervise the implementation of the DRC Turkiye Feedback and Complaints Response Mechanism (FCRM) by providing technical support to the MEAL team and close coordination with programme managers, area managers, partnership unit and Code of Conduct Reporting Mechanism’s country focal point. Lead the implementation of the CHS Improvement Plan and facilitate CHS self-assessments and CHS Audits Provide training and awareness-raising sessions (capacity building) on accountability principles to MEAL and programme staff to ensure smooth implementation of FCRM and accountable organizational culture Facilitate exercises such as lessons learned workshops to document and share lessons learned and best practices at project and programme levels Share and follow up MEAL findings and lessons learned with programme staff and implementing partners to improve programme quality

Information Management and Reporting

Supervise the implementation and maintenance of the DRC Information Management System (IMS) adhering to data protection regulations, ensuring timely and quality reporting and aligning with regional developments in this regard. Lead the annual results reporting in coordination with internal units and the regional MEAL Coordinator Contribute to project, programme and country-level quality reporting to meet commitments to donor, HQ and government entities.

Capacity Building

Provide capacity building to MEAL and non-MEAL staff in key areas of project planning, M&E, accountability, qualitative and quantitative research techniques and analysis. Support Area Managers in the recruitment of MEAL staff and provide onboarding technical support to newcomers Support Area Managers in setting objectives, performance development and review of the MEAL staff members Support Partnership Unit to carry out capacity assessment and due diligence of partner organizations and provide capacity building to improve their MEAL systems and practices Any other assignment delegated by the Head of the Programme under the scope of MEAL

About you

To be successful in this role we expect you to have bachelor's degree in social science, statistics or relevant fields

Moreover, we also expect the following:

Required

At least 5 years of experience in MEAL with I/NGOs Strong knowledge of and demonstrated practical experience in M&E methodology (particularly quantitative and qualitative/participatory methods) Advanced skills with MS Office. Technical knowledge and skills in using digital platforms such as KOBO Toolbox, PowerBI, etc. Demonstrated experience with staff management, experience in distance management a plus Fluent English Fluent Turkish/Arabic
