ORGANIZATIONAL CONTEXT:
Syria has been experiencing a prolonged crisis since 2011, severely damaging its economy and social fabric. Currently, almost 33 percent of the people in need of humanitarian assistance in 2024 are internally displaced persons (IDPs) and out of the 7.2 million IDPs, 5.5 million are in need of humanitarian assistance.
The 2024 Humanitarian Needs Overview (HNO) states that around 15.5 million people (66 percent of the population) need food, livelihood support, agricultural assistance, or assistance from national safety nets. At least 12.9 million people are in need of food assistance, including more than 2.1 million who live in camps and a further 2.6 million are at risk of food insecurity. The main causes are the prolonged crisis, economic collapse, eroding purchasing power, the impacts of the Coronavirus disease pandemic, and an earthquake, these pre-exiting effects compound with recent crises including influx from Lebanon, internal displacements following ongoing change in control coupled with dwindling humanitarian funding further exacerbates food insecurity and strains livelihoods.
As a response to this situation, the World Food Programme (WFP) has developed an interim country strategic plan (iCSP) that addresses the growing food and nutrition needs, livelihood deterioration, and the collapse of food systems. The iCSP began implementation in January 2022, drawing from WFP's experience and lessons learned and collaborating with humanitarian and development stakeholders.
THE ROLE:
This job is based in Damascus, Syria Country Office. The Job holder falls under Management Service Unit and typically reports to the National Management Services Officer in the Country Office. The job holder is expected to demonstrate responsibility and initiative to respond independently to Management Services Unit, and have responsibility for undertaking specialised business support work, such as organisation and coordination of work, mainly a focal point of Asset Management and Non-food items procurement. The Job holder is expected to manage resources, and coach and/or coordinate a team of support staff.
JOB PURPOSE:
To provide specialised support and coordinate the delivery of client-focused and value-for-money services pertaining to the Management Services portfolio. Act as Asset Management Focal Point for the Country Office including Area and Field Offices.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Verify resource requirements in the area of responsibility SYCO Asset Management Focal Point & Global Equipment Management System (GEMS) Focal Point, as well as all the activities related to asset management managing over than USD 15 million assets and assist in the identification of new requirements to facilitate efficiency and cost-effectiveness of operations and services.
2. Manage and support the Local property survey board (LPSB) for all SYCO disposal of assets, as per WFP rules and regulations and compile and prepare reports in order to contribute to the provision of accurate information for informative decision-making and to support the effective and timely management of WFP resources.
3. Ensure the yearly physical count and reconciliation exercise (PCAR) is planned and implemented in alignment with the Regional Bureau timeline, ensure the counters are identified in Field Offices and trained, update the list of AFPs and LPEs. Supervise the whole PCAR process in close coordination with Field Offices, work on reconciliation report and Note for the Record to be shared with Regional Bureau and HQ.
4. Act as Non-food procurement (NFIs) focal point; creating PRs, MPOs and UNJSPOs on WINGs.
5. Manage contracts with external vendors (Agreement, LTAs, contracts), and promptly address utility and payment requests ensuring timely updates and renewals. e.g. Transportation LTA and Stationery LTA.
6. Post SESs/GRN on WINGs for all non-food items procured or services received, ensuring all SESs/GRNs are posted before the deadline of the monthly financial closure.
7. Train and supervise staff through the SYCO and field offices in asset management.
8. Contribute to the development of the unit annual work plans and the implementation of Administrations policies, systems and procedures to meet WFP strategic objectives.
9. Manage customer service surveys quarterly as to ensure the efficiency and effectiveness of the Management services are up to standard.
10. Contribute to planning, monitoring and processing Management Services actions related to procurement, finance, including contracts with external vendors to ensure all data is accurately and timely recorded, processed in WFP corporate systems and any operational issues addressed.
11. Liaise with other functions and third-party contractors to enable efficient service delivery.
12. Adapt and update Management Services processes, supporting the implementation of operating procedures, in order to contribute to the continuous improvement of administration services in the area of responsibility.
13. Respond to queries related to the provision of Management services in order to support the resolution of daily issues.
14. Coordinate with the staff to ensure individual and team objectives are met in compliance with all relevant regulations, policies, and procedures, and performance plan.
15. Guide, supervise and provide training and guidance to junior staff in interpretation of Management Services procedures, policies, processes, and use of corporate systems to ensure consistency and efficiency of services provided to all clients.
16. Conduct oversight of services to all Field and Support Offices, such as facilities management, assets, meetings/workshops, etc., reporting any discrepancies to the supervisor for consistent and timely delivery of services, to ensure the provision of a safe and comfortable working environment for WFP staff.
17. Support the production of various data and compile and prepare reports in order to contribute to the provision of accurate information for informative decision-making and to support the effective and timely management of WFP resources.
18. Coordinate the staff activities, to ensure individual and team objectives are met in compliance with all relevant regulations, policies, and procedures, and performance plan.
19. Contribute to emergency preparedness and response by allocating resources, offering analytics, and providing services.
