Reporting to the Logistics Coordinator, the Procurement Officer will support programme staff in planning and managing the accountable, efficient, and timely procurement of goods and services for the NRC Sudan programme in compliance with NRC’s internal policies and donor regulations.
Roles and Responsibilities
The following is a brief description of the role:
Ensure adherence to NRC policies, handbooks, guidelines, SOP’s and donor requirements Implement delegated logistic functions portfolio according to the Plan of Action Conduct and follow up daily operational logistic activities Support the administration of resources so that deliverables are achieved within set budgets, timelines and standards Prepare and develop logistic reports as required by the Field Office Support in the development of SOPs as requested Ensure proper filing of all support documents Promote and share ideas for improvement of the logistic function Perform other duties as assigned by the Line ManagerSpecific responsibilities
In charge of Asset, Fleet and Warehouse management, including reporting. Develop framework and service agreements for goods and services with a view towards VFM and cost savings Source appropriate suppliers in the local and/or international market for the procurement of goods and/or services based on specifications provided by the core competencies and other support departments Support the Logistics Coordinator in developing and managing open tenders and the subsequent development and management of contracts and Framework Agreements Review and advise on new and in-use templates used in the procurement of goods and services Liaise with field logistics and programme staff to ensure timely delivery of procured goods and services Establish and maintain suitable professional working relationships with suppliers, service providers and contractors whilst strictly adhering to NRC's anti-corruption guidelines and NRC's code of conduct Ensure paper and electronic records are maintained systematically in line with NRC's standard procurement procedures, providing a clear auditable trail Conduct regular market surveys and support with supplier pre-qualification for commonly purchased goods and services, maintaining an up-to-date supplier database with essential supplier information Advise and support NRC Sudan staff in all procurement processes in coordination with the Logistics Coordinator (which includes providing training to crucial programme staff in procurement policy and procedures) Receive and compile monthly reports from the area office for review by the Support Coordinator. Any other duties as assigned by the Line ManagerAssets Management
Ensuring all procured assets are registered in Agresso, tagged, and asset register updated. Assets count/verification at least twice in a year Ensure all AO assets are in good conditionProfessional Competencies
