    Responsible for the overall Management and oversight of all fleet Supply management activities in WFP Country Office, Establishing and maintaining a complete supply chain transport/delivery network for all spare parts, accordance with the established procedures, normative guidelines as set in the Logistics Fleet Manual.

    ACCOUNTABILITIES/RESPONSIBILITIES:

    1. Enhance the design & implement complete normative guidelines, systems and procedures for stock and assets management.

    2. Responsible for establishing and maintaining a complete supply chain transport/delivery network for all spare parts / materials (NFI) to deliver goods on a regular & timely basis.

    3. Responsible to ensure that all data of receipts/movement of material and assets is entered into the FMS (Fleet Management System, software application).

    4. Verify that quality of items to be procured/fabricated is of high standard and meet the requirements; also advise on the specifications when necessary.

    5. Organise & conduct regular inventory of all SO fleet as well as CO Supply Chain stores and ensure that all stock records are accurate in accordance to auditing practices.

    6. Prepare orders for both Local & International Procurement and track the complete procurement process until goods are finally received.

    7. Responsible to ensure that all spare parts and materials are stored in a safe, secure environment using the most efficient layout with maximum space utilisation and provide adequate treatment as necessary.

    8. Enter Purchase Requisitions (PR’s) into WINGS (WFP Corporate System).

    9. Establish tracking mechanism for tyre and battery management.

    10. Obtain and maintain the latest up-to-date spare parts catalogues, prices list, cross-reference and superseded numbers for all operational Assets.

    11. Responsible for environmental issues and the regular disposal of tyres / lubricants and any other workshop waste.

    12. Ensure that all staffs include SO fleet are adequately trained in material management.

    13. Analyse data produced from the FMS and convert it into useful management information to produce routine daily, weekly, monthly, & ad hoc reports as per required by CO fleet management.

    14. Continuously collect and collate valuable data or information relating to improvements required for Standardisation and Development purposes for Fleet Management and communicate this information to other staff in the Fleet Section.

    15. Share experiences gained with other staff members and strive towards creating good team building and harmonious atmosphere.

    16. Travel occasionally, as required by the Organisation.

    17. Manage and monitor the performance of the trucks and swamp boats to achieve maximum utilisation in optimizing vehicle routing and scheduling.

    18. Perform any other duties as requested by immediate supervisor.

    Additional responsibility

    In the absence of workshop manager responsible for the Workshop Management and oversight of all WFP Assets in the South Sudan Country Office and co-ordinate these activities in accordance with the Procedures, Normative Guidelines and with the established procedures, as set in the Logistics Fleet Manu.

    DELIVERABLES AT THE END OF THE CONTRACT:

    • Responsible to produce timely accurate Information/Data & Reports requested and ensure that they are promptly carried out and expedited in an efficient manner.
    • Achieve maximum spare parts/materials availability to maintain the fleet with minimum downtime maintaining minimum stock levels to achieve the most cost-effective stock control.
    • Responsible to maintain accuracy in inventory of all WFP assets at high level.

      QUALIFICATIONS & EXPERIENCE REQUIRED:

      Education:

      • Bachelor’s degree in Supply Chain Management, Parts and Materials Management, Engineering, Automotive and any other relevant degree from a reputable University

        Experience:

        • Experience in Spare Parts Management or similar job in a company/NGO or UN with at least 5 years of experience gained in the relevant field in hardship duty station.

          Knowledge & Skills:

          • Comprehensive understanding and good working knowledge with database management system for stock control/procurement software package.
          • Vast knowledge in Inventory Management
          • Knowledge in Spare Parts Catalogue Interpretation
          • Extensive experience in forecasting and planning, especially on spare parts
          • Good working knowledge with the complete Microsoft Office suite.
          • Extensive experience gained using a computerised Fleet Management System, preferable although not a requirement.
          • Experience gained in logistics and fleet field considered an asset.
          • Good analytical skills, resourcefulness, initiative, tact and ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.

            Languages:

            • Excellent command of English
