    This position, Logistics Officer - Emergency Preparedness and Response for Supply Chain is based in N'djamena, Chad and reports to Head of Supply Chain or the designate.

    THE ROLE

    The National Officer (NOA) will play a critical role in strengthening Chad’s humanitarian supply chain systems and reinforcing the resilience of food systems to respond to emergencies effectively. This position will involve the development, design, and implementation of strategic plans for emergency preparedness and response (EPR), as well as the capacity to lead and support multi-stakeholder efforts, including government authorities and humanitarian partners, to optimize supply chain and logistics systems.
    The incumbent will ensure a robust framework is in place to enhance the country’s emergency preparedness and food system resilience while integrating Chad’s specific contextual needs and challenges into actionable strategies.

    KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

    Under the direct supervision of the Head of Supply Chain, the National Officer will undertake the following responsibilities:

    1. Strategic Planning and Design

    • Develop and implement comprehensive emergency supply chain preparedness and response strategies tailored to Chad’s unique humanitarian context, with a focus on reinforcing the humanitarian supply chain and food systems resilience.
    • Collaborate with national and regional stakeholders to design integrated supply chain and logistics systems that enhance disaster response and recovery efforts.
    • Conduct scenario planning and risk assessments to ensure robust contingency plans are in place for rapid-onset emergencies.
    • Support the institutionalization of supply chain EPR plans within national and regional disaster management frameworks.

      2. Coordination and Support

      • Act as the central point of coordination between WFP, government authorities, and humanitarian stakeholders to streamline logistics and supply chain operations in emergencies.
      • Actively contribute to regular Logistics Working Group (LWG) meetings, workshops, and training sessions to enhance partner engagement and capacity development.
      • Work with government authorities to integrate emergency supply chain frameworks into national disaster management policies and operational plans.

        3. Operational Logistics Management

        • Lead the establishment of critical humanitarian logistics infrastructures and other to improve emergency response times.
        • Oversee prepositioning of food and non-food items in strategic locations and ensure readiness for rapid deployment during emergencies.
        • Manage logistics operations, including transport, warehousing, and distribution, ensuring compliance with international standards and safety protocols.
        • Integrate environmentally sustainable practices into logistics operations to mitigate the impact of supply chain activities.

          4. Capacity Building and Knowledge Transfer

          • Design and deliver targeted training programs for government and humanitarian actors on emergency supply chain management, contingency planning, and logistics best practices.
          • Facilitate simulation exercises and hands-on training to strengthen operational readiness and local capacity.
          • Promote gender inclusion by encouraging the participation of female staff in all capacity-building initiatives.
          • Advocate for the integration of emergency supply chain training into academic curricula and government institutional frameworks.

            5. Information Management and Innovation

            • Establish and maintain robust information management systems to track logistics capacity, monitor infrastructure status, and provide real-time data for decision-making.
            • Introduce and promote the use of digital tools and innovative technologies to optimize logistics operations and increase efficiency.
            • Develop partnerships with private sector actors and research institutions to leverage innovation and expertise for emergency response.

              6. Compliance and Monitoring

              • Ensure logistics operations align with international humanitarian standards, WFP policies, and government regulations.
              • Conduct regular evaluations of supply chain systems to identify gaps and opportunities for improvement.
              • Monitor the performance and impact of EPR strategies and provide recommendations to enhance effectiveness.

                7. Other Responsibilities

                • Provide supervision and guidance to logistics staff as required.
                • Perform any other related duties as assigned by the supervisor.


                  QUALIFICATIONS AND EXPERIENCE

                  Education:

                  • Advanced University degree in Disaster Management, Transport, Economics, Supply Chain, Logistics, Engineering, Business Management, or a related field, OR a university degree with an additional years of relevant work experience.
                  • Certifications in humanitarian logistics, disaster management, or procurement are considered an asset.

                    Experience:

                    • At least one or more years of relevant experience in supply chain coordination, emergency preparedness, or humanitarian logistics.
                    • Proven experience in designing and implementing EPR strategies and conducting capacity-building initiatives in challenging environments.
                    • Familiarity with Chad’s logistical landscape and operational challenges is highly desirable.

                      Technical Knowledge and Skills:

                      • Strong analytical and problem-solving skills, with the ability to develop actionable strategies based on complex data.
                      • Proficiency in logistics systems, tools, and technologies, including digital platforms for supply chain management.
                      • Knowledge of food systems resilience, international logistics standards, and humanitarian principles.

                        Language: Fluency (level C) in both French and English language.
