    ORGANIZATIONAL CONTEXT

    In Syria, WFP provides food assistance to more than 4.6 million people each month. This includes families who require emergency assistance when affected by conflict and displacement and those who need help to improve their nutrition and food security. WFP supports children across Syria with healthy meals and snacks at school, mothers with nutritious diets, and families and communities with sustainable livelihood projects.

    WFP Syria Country Office’s Mersin Area Office operates across borders to assist around 1 million people residing in Northwest Syria each month, through its cooperating partners via various assistance modalities.

    KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive)

    Under the supervision of the Mersin Supply Chain Officer, the incumbent will be responsible for:

    • Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
    • Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorized partners and destinations.
    • Monitoring daily performance of logistics service providers at loading and transhipment area to coordinate and guide for solution when needed and to ensure the daily uplift plan accomplished.
    • Ensuring food suppliers load as per plan, custom clearance and timely arrival of trucks to Reyhanli on transhipment day. Take necessary action in case of delays either due to the supplier or transporter not performing.
    • Support gathering market intelligence, vendor assessments (e.g. transporters, retailers) to support the vendor selection process.
    • Respond to queries and requests when needed from HQ, regional bureau, country office, suppliers, transporters and the inspection company, following standard processes, and obtaining guidance, to ensure timely and accurate resolution of all enquiries with a high standard and customer mindset.
    • Support management of logistics vendors’ contracting activities including performance monitoring, measurement, new transporters vendor processes, awarding of the re-constitution processes and follow up tasks.
    • Prepare, monitor and revise budget for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
    • Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary. Check and confirm the stock report of the service provider.
    • Manage documentation processing for execution of logistics operations (e.g customs clearance), take appropriate actions to resolve operational issues escalating complex issues to the supervisor.
    • Perform research, collect data and conduct analysis, produce reports (e.g. CCTI, SPRs, financial closure, physical inventory, transport performance) and ensure information accuracy in corporate systems to enable informed decision-making.
    • Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery.
    • Supervise the work of the logistics assistant and providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities.
    • Preparing work orders for inspection companies both in Turkiye and in Syria.
    • Reporting of losses and damages at handover points, instruct the inspection company to report details of incident (letter of protest, etc.), in coordination with procurement, FSQ and legal units.
    • Checking the inspector’s monthly service report for the inspection activities and supporting LTSH unit with any queries.
    • Providing assistance and guidance to LTSH (please define each acronym in their first mention to ensure clarity to all readers) unit for the re-processing and destruction of received commodities and assisting in management of commodity accounting data quality and integrity.
    • Perform any other duties assigned by the direct supervisor.


      QUALIFICATIONS AND EXPERIENCE


      Education

      • Completion of secondary school education.
      • A post-secondary certificate in the related functional area.

        Experience

        • At least six (6) years of progressively responsible work experience composed of a minimum of four (4) years in Logistics operations and Supply Chain, plus two (2) years of experience in any other field.
