BACKGROUND AND PURPOSE OF THE ASSIGNMENT
To contribute to the daily management of the Commodity Accounting activities pertaining to all food movement carried out by WFP staff and contractors through the Corridor of Douala, including Kribi.
The Staff Member will work under the direct supervision of the National Logistics Officer and must ensure that all physical transactions on food commodities (receipt, dispatch, transfer, fumigation, etc.) are recorded in the system (LESS) in real time by all users.
MAIN ACCOUNTABILITIES/RESPONSIBILITIES:
1. Maintain regular oversight for Commodity Accounting data quality and integrity, processes and procedures implementation and take swift corrective actions on irregularities.
2. Ensure data captured in the system is accurate and liabilities and assets are accounted for at any given point in time.
3. Ensure that transactions are performed according to the standard business processes and corporate guidelines.
4. Ensure that all transactions posted in the Commodity Accounting System are supported with required documentations (Superintendent reports, waybills, loss certificates, etc.)
5. Support to warehouse operations through regular visit of the locations to ensure that WFP commodities are properly received physically (in quantity & quality), and related information accurately reported on stack cards
6. Ensure Physical Inventories are carried out on monthly basis at each storage location and reconciled and captured in the system before the closure deadline.
7. Ensure a close monitoring of food commodities BBDs in all warehouses and alert storekeepers on close expiry dates
8. Monitor regularly the small balances and longstanding stocks in the warehouse and report to storekeepers for their swift dispatches
9. Ensure the monthly extraction and submission of post-delivery losses report, in the warehouses, to the Field Office Management for deduction of related values from the concerned service providers.
10. Support the Invoicing Unit in the deduction process of food losses from the payments of service providers, especially the freight forwarders and warehouse managers
11. Regular monitoring of full compliance of all users to IPSAS requirements, especially storekeepers, and any training’s need should be met through refresher or specific trainings
12. Maintain a close collaboration with WFP units involved in the Chain (Operations and FSQ) and build productive relationships with logistics colleagues and staff within the area of assignment
13. Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiencies. Other as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Supply Chain, Logistics, Economics, Data Management , or First University degree with additional years of related work experience and/or training/courses
Experience:
5 years minimum in Logistics and Data management
Knowledge & Skills:
Experience in WFP Logistics Operations or Humanitarian Logistics
Experience in Port and Corridor Operations
Experience in managing warehouses
Experience working with corporate systems (databases, software)
Experience working in a demanding operational environment
Experience in supervising staff
Languages:
Fluency (level C) in French language; Intermediate knowledge (level B) of English
