BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Logistics Contracting Assistant at the corridor office supports logistics operations and activities, ensuring the effective delivery of food assistance to client countries for their operations. This role involves managing contracts, coordinating shipments, and maintaining documentation to facilitate smooth logistics processes.
MAIN ACCOUNTABILITIES/RESPONSIBILITIES:
1. Assist in drafting, reviewing, and managing logistics contracts with suppliers and vendors, including performance monitoring and measurement
2. Communicate and negotiate with suppliers, transportation companies, and customers to ensure smooth logistics operations.
3. Ensure compliance with laws, regulations, and WFP policies related to logistics and transportation.
4. Compile and present reports on logistics activities, performance metrics, and contract status to management.
5. Provide administrative support to the logistics manager, including scheduling meetings, maintaining calendars, and organizing travel arrangements.
6. Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to client countries.
7. Support gathering market intelligence, vendor assessments (e.g. transporters, logistics service providers) to support vendor selection process.
8. Support client countries in planning, developing and managing all contractual aspects of transport including the identification of requirements, estimations of budgets.
9. Review logistics transport needs and other new contract requests to ensure completeness, correctness and adequacy to assure fair and transparent competition or comparison process.
10. Assist in conducting the annual market research and provide advice where required for the preparation of Logistics suppliers shortlist.
11. Maintain proper filing system and document archiving so that they can be retrieved quickly and efficiently as needed.
12. Optimize logistics providers’ database and maintain their evaluation reports
13. Follow-up on management and renewal of logistics contracts (service and transport)
14. Manage logistics vendors’ contracting activities including performance monitoring and measurement.
15. Assist ensuring alignment of delivery activities with WFP logistics policies and procedures
16. Contribute to the preparation of Logistics Market Assessment and Logistics Capacity Assessment.
17. Support management of logistics vendors’ contracting activities including performance monitoring and measurement.
18. Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.
19. Contribute to budget preparation, monitoring and revision for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
20. Collect and compile data, produce and/or contribute to reports (e.g. CCTI, SPRs, financial closure, physical inventory, transport performance) and ensure information accuracy in corporate systems in support to informed decision-making.
21. Liaise with internal and limited number of external stakeholders to support efficient logistics operations management.
FUNCTIONAL CAPABILITIES:
Market Analysis, Contracting and Operational Execution: Ability to collect and collate necessary information to enable WFP to make informed operational decisions
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Experience in measuring service providers’ performance against set KPIs.
Experience in assisting the preparation of contract documentation.
Experience in providing technical business support in corporate systems.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Language: Fluency (level C) in French. Fluency (level C) or intermediate knowledge (level B) of another official language may be required depending on the location of the post or area of responsibility.
