      JOB PURPOSE:

      WFP El Salvador is implementing its Country Strategic Plan (CSP) 2022–2027, which emphasizes strengthening national capacities, enhancing food systems, and improving resilience. To achieve these goals, WFP seeks to expand and diversify its partnerships and funding base, particularly through engagement with government institutions, bilateral and multilateral donors, private sector actors, international financial institutions (IFIs) and innovative financing mechanisms.

      PURPOSE OF THE ASSIGNMENT:

      Under the supervision of the Country Director, the Consultant will support WFP El Salvador in advancing its strategic partnerships and resource mobilization strategy. The Consultant will lead efforts to identify and pursue strategic opportunities, develop proposals, and strengthen relationships with key stakeholders.

      KEY RESPONSIBILITIES:

      1.Stakeholder Mapping & Strategy Development

      Conduct a comprehensive mapping of potential development and humanitarian partners to further food security in El Salvador, including donor agencies, private sector, IFIs and other relevant entities and instruments. Develop tailored engagement strategies aligned with WFP’s CSP and national development priorities.

      2.Proposal Development & Resource Mobilization

      Lead the conceptualization, drafting and coordination of funding proposals and concept notes. Ensure proposals reflect WFP’s strategic priorities and integrate cross-cutting themes. Track proposal development and funding forecasts to inform strategic decision-making.

      1.Innovative Finance

      Explore innovative financing mechanisms that align with WFP’s mandate.

      2.Government & IFI Coordination

      Strengthen collaboration with national institutions and IFIs to co-develop innovative financing mechanisms and joint initiatives.

      3.Strategic Messaging & Visibility

      Develop outreach materials, talking points, and visibility content to promote WFP’s work with partners and strategic value.

      4.Internal Coordination & Capacity Building

      Facilitate coordination with regional and HQ teams to align efforts and share best practices. Support capacity strengthening of staff and partners through training and knowledge-sharing.

      5.Monitoring & Reporting

      Maintain updated databases of partners, opportunities, and proposal status. Provide regular updates to the Country Director and contribute to internal reporting mechanisms.

      6.Other Duties

      Perform other relevant tasks as required. Travel within the country and region as needed

      QUALIFICATIONS & EXPERIENCE REQUIRED:

      Education:

      Advanced University degree in Political Science, International Development, Development Economics, International Relations, Climate Change, Environment, Law, Business, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

      Experience:

      A minimum of 5 years of postgraduate professional experience in resource mobilization, partnership engagement, proposal writing, project management and/or a relevant field of work, with a background and interest in international development, especially in relation to climate and resilience.

      Knowledge & Skills:

      • Experience in donor relations, proposal writing and have a track record of

        successfully securing high value partners.

        • Ability to effectively coordinate, work and successfully communicate within a multicultural working environment.
        • Experience in project design and development.
        • Knowledge of innovative finance and climate finance mechanisms a plus.
        • Strong analytical and problem-solving skills, solutions focused.
        • Proactive, independent, uses initiative, and with ability to plan and organize their
        • work and deliver timely, high-quality results.

        • Ability to work under pressure and stressful situations.
        • Good interpersonal skills, ability to work as a team player and coordinate positively
        • with internal and external stakeholders

        • Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook).
        • Experience with the design and coordination of climate and resilience finance
        • proposals/projects.

        • Experience in the food security, agricultural and/or rural sector.
        • Languages:

          Fluency (level C) in English and Spanish (Level b) language
