The Position:
The Administrative and Finance Officer position is located in the UNFPA Country Office (CO) in Addis Ababa. Under the direct supervision of the Programme Coordinator and in close collaboration with the PCU team, as well as with participating UN agencies, AUC, RECs and CSRRG focal persons, the Administrative and Finance Officer contributes to effective coordination, implementation, monitoring and reporting of SIARP 2.0. Violence against women and girls is a global human rights violation. The 2030 Agenda and Agenda 2063 prioritize gender equality and eliminating this violence. The Spotlight Initiative, funded by the EU, combats this issue. SIARP 1.0 strengthened legal frameworks, supported reforms, and empowered civil society. SIARP 2.0 builds on this, aiming to address violence and improve sexual and reproductive health outcomes. It utilizes a rights-based approach, targeting root causes and promoting systemic change. The program focuses on legal reforms, prevention, service delivery, and empowering women's rights organizations, hence, the Associate is needed for effective implementation of the programme.

Job Purpose:
The Administrative and Finance Associate position for the Spotlight Initiative Africa Regional Programme (SIARP) 2.0 aims to provide crucial support to the Programme Coordination Unit (PCU) in Addis Ababa, Ethiopia. This role ensures efficient financial and administrative operations to advance the SIARP 2.0 mandate, which focuses on eliminating violence against women and girls and strengthening sexual and reproductive health rights across Africa.
Reporting to the Programme Coordinator, the Associate facilitates timely resource availability, manages financial processes, and supports program management. Responsibilities include assisting in evidence-based planning, monitoring expenditures, preparing reports, and managing knowledge platforms. The position requires collaboration with UN agencies, the African Union Commission (AUC), Regional Economic Communities (RECs), and the Civil Society Regional Reference Group (CSRRG).
Ultimately, the Associate contributes to the effective implementation and coordination of SIARP 2.0, ensuring compliance with guidelines, and supporting the achievement of measurable results in combating gender-based violence and promoting gender equality.
Responsibilities:
The Administrative and Finance Officer contributes to effective coordination, implementation, monitoring and reporting of SIARP 2.0, working under the supervision of the Programme Coordinator and in close collaboration with the PCU team, as well as with participating UN agencies, AUC, RECs and CSRRG focal persons.
His/ Her duties and responsibilities are as follows:
Financial, administrative and other operational support
Provide support on and, review and analyze all PCU and relevant participating UN agencies expenditures to monitor progress. Collaborate with PCU and other teams in the AUC, participating UN agencies and the CSRRG and the UNFPA ESARO Operations Unit, on administrative and financial management tasks, including preparation of meetings, strategic events, travel, procurement and other related functions. Collaborate with Programme Assistants and Associates in the UN DCO - Regional Office for Africa, participating UN agencies and AUC as relevant.Evidence-based planning, programme management and oversight
Assist in the evidence-based planning, implementation, monitoring and reporting of interventions under SIARP 2.0 towards achieving measurable results. Establish programme planning information and schedules to support the PCU and participating UN agencies. Compile basic data to support preparation of periodic progress reports of SIARP 2.0, working closely with the M&E Officer and RUNO focal points. Contribute to ensuring compliance of SIARP 2.0 with global Spotlight Initiative programme guidelines. Contribute to the analysis of SIARP 2.0 performance. Prepare relevant financial reports on SIARP implementation, as well as support reporting on operational issues. Support annual and quarterly work planning and monitoring processes, including with PCU, RUNOs and CSRRG. Assist with revisions of the SIARP 2.0 with key parties and business units as may be required. Manage the PCU diary and provide Secretariat support to programme meetings with participating UN agencies and the SIARP 2.0 Regional Steering Committee.Knowledge Management Support
Regularly update the SIARP knowledge platform with relevant products; including programme documents, mission documentation, meeting minutes and reports, among others. Collaborate with the Advocacy, Communication and Knowledge Management Officer in preparing knowledge products reflecting emerging issues, best practices, lessons learned etc. from SIARP 2.0-supported interventions. Assist with information gathering on various aspects of the elimination of violence against women and girls (EVAWG), harmful practices (HP) and sexual and reproductive health and rights (SRHR) and contribute to the preparation of strategic documents.Carry out any other duties as may be required by the supervisor.
Qualifications and Experience:
Education:
Completion of secondary school is required. A degree in Public Administration, Finance, Economics or another relevant subject is desirable.
Knowledge and Experience:
7 years of relevant experience in effective and efficient support to management of development programmes in the private and/or public sectors. Ability to use analytical tools and logic to gather and define information on development situations, problems, and draw logical conclusions guided by data. Able to make timely and appropriate decisions, taking into consideration prevailing issues and evidence, and conducting facilitative consultation. Possess strong organizational, communication and interpersonal skills. Demonstrated ability to work in a team environment and within multiple diversity contexts. Experience in the United Nations system is desirable.Languages:
