Work LocationBishkek, Kyrgyzstan/home-based, no travel Expected duration26.01-31.03.2026 Duties and ResponsibilitiesBackground of the assignment: The Kyrgyz Republic is entering the seventh year of the probation institution’s establishment in the country. The continued reform process is contributing to the humanization of the country’s criminal justice system with the aim of improving the rule of law and access to justice in line with international standards and best practice. Since 2022, UNODC has been implementing the EU-co-funded ‘JUST4ALL’ project, aimed at enhancing probation services and the management of integrated criminal justice information systems in partnership with the Ludwig Boltzmann Institute of Fundamental and Human Rights (LBI-GMR). UNODC implements the project in close collaboration with the Ministry of Justice (MoJ), Geberal Prosecutor’s Office and relevant institutions to advance legislative reforms, build capacity, and upgrade the infrastructure and tools of probation offices, including the digitalization of probation information systems. As of today, key accomplishments include the development and piloting of a Risk and Needs Assessment (RNA) tool tailored for probation clients, improvement of the working environment and conditions for the probation staff, elaboration of a specialized training program for the Probation Department and capacity-building of the justice sector professionals. UNODC continues its support to the justice reform with a further focus on the social reintegration to ensure gender-sensitive and individual programs are developed including with community engagement. This process requires increasing the public’s awareness on alternatives to imprisonment and probation through targeted and human-based approach to offenders’ rehabilitation and social reintegration given the low awareness of probation and its sustainable impacts towards prevention of recidivism vis-a-vis imprisonment. Specific tasks to be performed by the Consultant: Under the supervision of the International Project Coordinator for the UNODC Programme Office in Kyrgyzstan, Bishkek, the Contractor will: (1) Oversee and manage the public awareness raising on the UNODC project interventions and social media coverage with regard to: • EU-UNODC JUST4ALL project closure, including support to the organization, coordination, and visibility of the dedicated one-day event (design of invitations, concept note/agenda, photography/videography, and collection of the participants’ feedback through statements, interviews, development of articles/stories for the social media, etc.) • Visibility support (photography/videography, an article/story for social media) to the inauguration and handover of the probation facility/office renovated with the EU-UNODC JUST4ALL project support (ArchiBeshik district). (2) Contribute and provide inputs to the final reporting on the EU-UNODC JUST4ALL project with a focus on: • UNODC communication and visibility support to the implementation of the project interventions during the project closing and reporting period • Consolidation of the project visibility and knowledge related products in the project data depository • Collection and analysis of the key communications and public outreach statistics • Compilation of the key lessons learned and recommendations for future programming • Identify needs and requirements for training sessions on various communication skills for staff and collaborators. (3) Draft and coordinate issuance of two project-results-related newspaper articles • Collect and manage inputs from the key project staff on the EU-UNODC JUST4ALL project related impact • Consolidate and draft two articles on the EU-UNODC JUST4ALL project related impact Qualifications/special skillsAn advanced university degree (Master’s degree or equivalent) in international relations, communication, journalism, public relations or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Minimum 2 years’ professional experience in communication, social media management or relevant field is required. Demonstrated track record of results-based strategic communication and implementation of public awareness campaigns is required. Experience in producing written content as well as videos and graphics for social media is required. Previous experience in working in an international organization is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. Fluency in English and Russian, i.e. oral and written proficiency, is required.
