Setting and ReportingThis position is based in Bangui, within the Protection of Civilians (POC) Unit of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The incumbent reports to the Senior POC Advisor / Chief POC Unit, and under the operational supervision of the Deputy of the Chief POC Unit. ResponsibilitiesWithin the limits of delegated authority, the Liaison Assistant will be specifically responsible for the following tasks: • Support the coordination and the gathering of information on local perceptions of communities on protection needs, concerns and aspirations with regards to the creation of conditions for sustainable peace. • Support information-sharing between the UN military and police components, local authorities and communities, notably on local conflict dynamics, tensions, and threats to civilian populations. • Support to the setting up of communication networks and forums to increase the mission communication and interactions with local populations, including through the support to outreach activities. • Ensure preparation and organization of the various coordination meetings, including Protection Working Group (PWG), Senior Management Group on Protection (SMG-P), or other necessary meetings, or as per the instructions of the POC Unit, and ensuring accurate note-taking and establishing minutes of the meetings. • Follow up on the implementation of early-warning and rapid response (EWRR) mechanisms and ensuring the smooth functioning of these with a view to facilitating the mission response to POC alerts. • Provide advice and early-warning on protection threats and trends, including, with regard to sexual violence and child recruitment. • Liaise with military, humanitarian local authorities and communities in order to update and implement protection contingency plans. • Contribute towards the promotion of social cohesion in communities through sensitization sessions, and the empowerment of local community initiatives that result in cohesion and peace within communities. • Report emerging humanitarian needs to the POC Unit and coordinators as appropriate. • Document accurately local political, socio-economic, and conflict-related developments as well as more specifically POC threats, POC trends and activities to update the protection database of the mission. • Facilitate communication between mission staff and the local communities and translate official documents from one language to another with neutrality, clarity and precision. • Assist Civilian and Military/Police components in their field activities, including patrols, capacity-building efforts and interaction settings with local authorities and communities. • Perform other related duties as necessary and as required by the POC Unit. Job - Specific QualificationTraining in communication, community work, project monitoring, logistical, administrative issues is desirable. Work ExperienceFive (5) years of related work experience in providing support work for protection of civilians, disarmament, conflict resolution or peace building and/or humanitarian related work, including with international organizations, or national NGOs, and civil society organizations, is required. The number of relevant years of work experience is reduced to 03 for candidates who possess a first level University degree or Higher. Some experience in conflict management and support to state institutions is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in French is required; and knowledge of English is desirable.
