Liaison and Protocol Associate II

The International Livestock Research Institute (ILRI) seeks to recruit a Liaison and Protocol Associate II who facilitates seamless administrative, diplomatic, and logistical support for ILRI staff and the Liaison and Protocol Unit. The role ensures compliance with government regulations, smooth running of the Unit, efficient handling of protocol services, and coordination with key stakeholders, including government agencies, embassies, and service providers.
The International Livestock Research Institute (ILRI) works to improve food and nutritional security and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock. It is the only one of 15 CGIAR research centers dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, it has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org.
Key Responsibilities:
Process visas, Various permits, and related documentation for ILRI staff, authorized dependents, and official guests through the Ministry of Foreign Affairs (MoFA) and relevant embassies. Handle exit visas for departing internationally recruited staff (IRS). Facilitate the issuance and renewal of MoFA special ID cards, driving licenses, and radio licenses. Secure import and export permits for ILRI equipment, vehicles, office supplies, and personal effects of international staff. Handle the purchase, sale, inspection, registration, and annual roadworthiness certification of ILRI official and IRS vehicles. Provide support in traffic accident cases, liaising with police, hospitals, courts, and insurance companies. Process/Facilitate/handle airport protocol services, including VIP lounge access, airport pass permits, vehicle coordination, and pick-up/drop-off service for official guests and staff. Draft and prepare official correspondence, including Note Verbal, Official letters, memos, and other diplomatic communications. Attend to visitors, phone calls, and emails, ensuring professional and timely responses. Process and follow up on payments, including travel agency invoices and other service providers. Maintain and organize electronic and manual filing systems for the section. Handle utility payments, petty cash management, and minor procurement Perform any other related duties as may be required.Academic and professional qualifications:
Education:
Bachelor Degree with a minimum of one years or Diploma in relevant field with three years of relevant experience Knowledge in relevant field and relevant technical trainingExperience:
A minimum of one year for BA degree or three years for Diploma with relevant experience in Consular, Liaison & Protocol, Government relations, preferably in a Ministerial office, Foreign Missions, or an international diplomatic organization.Skills:
Familiarity with Ethiopian government procedures (MoFA, customs, immigration, transport authorities, etc.) is highly desirable. Excellent organizational and multitasking abilities with attention to detail. Competent driver with a valid driving license Proficiency in Microsoft Office Suite, Power Geez, and ERP systems Proven experience using online platforms such as E-service, Single Window, E-visa, TASS etc. Fluency in Amharic and English, both written and spoken. Knowledge of other Ethiopian languages is advantageousDuty Station: Addis Ababa, Ethiopia
Grade: HG 11
Minimum Base Salary: Birr 29,224 per month
Terms of appointment: This is a National Staff (NS) position, initial appointment is for three years with the possibility of renewal, contingent upon individual performance and the availability of funding. The ILRI remuneration package for nationally recruited staff in Ethiopia includes a very competitive salary and benefits such as life and medical insurance, offshore pension plan, etc. The ILRI campus is set in a secure, attractive campus in Addis Ababa. Dining and sports facilities are located on site.
