SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
General objective:
Supporting the SMT in defining the HR strategy of the Missions; overseeing all aspects of HR administrative management, including compliance with SI's ISR and country's labor law; ensure good practices in staff management are maintained/reinforced
The main challenges: Lebanon: downsizing of the Mission started (foreseen closure of Bekaa base) and foreseen further downzising in early 2026. Complexity of the Lebanese labor law and administrative environment (social security, income taxation). Staff motivation affected by the foreseen budget/staff cuts.
Yemen: Partial scale-up of Marib base. Complexity of Yemeni labor law and administrative environment. A focus on training/capacity support to further continue the nationalization of certain roles. Structural adjustments around the edges after a somewhat rushed restructuring in late 2024/early 2025.
Priorities for the 2/3 first months:
Lebanon: support Mission in downsizing and development of new set up; support Mission in handling complexity of social security new regulations; in liaison with the Mission's lawyer, ensure the revision of key documents.
Yemen: support mission in development of an HR strategy especially on staff capacity; with Finance, keep a close eye on the mission's structure to ensure financial viability and a generally more conservative approach to HR planning, with some adjustments according to big priorities.
Security constraints:
Lebanon: in Beirut, minimal security rules for now (possible changes in case of new Israeli escalation)
Yemen: In Aden, strict security rules but a driver made available at the guesthouse and several validated locations made available
Education / academic background:
BA in relevant field
Specific skills and experience:
Transversal skills
1. Knowledge of key HR management tools
2. Proficient in Excel
Technical skills 1. Outstanding soft skills and communication 2. Proven track of staff trust in previous assignment
Language: 1. English mandatory 2. Knowledge of Arabic is a strong asset
A salaried position:
According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
