It addresses digital disparities among marginalized groups through a three-pillar strategy: enhancing MSME capabilities, improving digital access, and fostering gender-responsive policies. The JP brings together a coalition of partners, leveraging the strengths and resources of participating UN Organizations (PUNOs) — United Nations Development Programme, International Labour Organization, and the International Trade Centre — under the auspices of the UN Resident Coordinator, alongside key government agencies. With a multi-stakeholder approach, collaboration with local governments, the private sector, civil society, and international donors ensures alignment with national priorities. ITC is looking for a Digital Expert for the Joint Programme – Digital PINAS, who will provide technical inputs and will coordinate implementation of Output 1.1.2. Digital capacity building for MSMEs. Under the direct supervision of ITC Program Officer, Digital Markets and Connectivity unit, Section of Enterprise Competitiveness in HQ Geneva and under overall oversight of ITC Program Officer for Digital PINAS, Section of Asia and Pacific in HQ Geneva. 1. Partner engagement: Facilitate partnerships with business support organizations (e.g. DTI, DICT, PCCI, others) and e-commerce ecosystem actors (e.g. marketplaces, payment and logistics providers, social media platforms, tech companies, etc.). Solicit support of partners in deployment of activities and coordinate joint implementation. Identify issues to be addressed and recommend corrective actions; identify and track follow-up actions. Maintain relationships with relevant stakeholders to ensure achievement of project targets and results. 2. Capacity building of partner organizations: Conduct information and capacity building sessions with partner organizations (e.g. DTI, DICT, others) to appreciate their understanding of ITC training materials and embedding these materials in partner organizations for further use. 3. MSME mobilization: Coordinate with partners mobilization of MSMEs for skilling activities. Develop a call for application form and post-training assessment form. Regular update the schedule with cohorts of MSME training sessions. 4. Capacity building of national trainers and monitoring of their activities: Provide national trainers with expert support on technical topics and methodologies of MSME capacity building. Mentor trainers on how to best assimilate the materials in alignment with the level of MSME digital maturity. Monitor progress of trainers on providing training and support to beneficiary MSMEs by obtaining regular feedback from trainers on their activities. Provide structured feedback to trainers by sharing with the group best practices and addressing the challenges faced by trainers during their work. 5. Capacity building of top performing MSMEs: Conduct regular sessions with top performing MSMEs to advance their uptake of digital technology. Demonstrating success of top performing MSMEs through impact stories. 6. Communication and visibility: Support communication efforts of project results by developing communication plan to uplift visibility of the intervention and its impact on beneficiaries. Prepare drafts of press releases, web articles to feature milestones like building new partnerships, successes of trainers and MSMEs. Prepare drafts of social media posts for dissemination through ITC channels and Joint Program channels. Contribute to communications materials developed by the Joint Program, in coordination with Joint Program team. 7. Monitoring and evaluation: Contribute to the preparation of various written outputs, such as consolidate progress report on the status of activities and results. Provide inputs for monitoring and reporting for ITC and Joint Program indicators. Qualifications/special skillsAn advanced university degree (master's or equivalent) in International Trade, Economics, Business Administration, Development Studies, or related field. A first-level degree (bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Experience related to capacity building of MSMEs on e-commerce and digital topics in the Philippines is required. Experience working with governments, trade-related institutions and/or private sector networks in the Philippines is required. Experience working with UN, EU and/or other development agencies is desirable. LanguagesAdvanced knowledge of English.
