Work LocationHome based Expected duration9 Months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Climate Change Division is to encourage decision makers in government, local authorities, and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals, and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices, and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is in UNEP's Climate Change Division, Mitigation Branch, GEF Mitigation Unit, Paris. The consultant will report directly to the Co-Portfolio/Task Manager. The consultant’s assistance is needed to support the Global Environment Facility (GEF) portfolio of Climate Change Mitigation projects both in project development and project implementation. The consultant will focus especially on the implementation of the UrbanShift, E-Mobility and Zero-Carbon Buildings for which UNEP is the GEF Lead Agency. In addition, the consultant will work on the GEF-8 global programmes in development, such as the Buildings and E-Mobility Global Programmes and the Net-Zero Nature-Positive Accelerator Integrated Programme. Specific tasks and responsibilities The consultant will undertake the following duties: i. Review and finalize submission packages for GCF concept notes and GEF PIFs, PFDs and CEO Endorsement requests. ii. Provide input to UNEP and GEF review processes and address comments. iii. Provide input to PPG processes, including internalization. iv. Prepare documentation needed for the internalization process of CEO endorsed projects. v. Review progress and financial reports of assigned ongoing projects. vi. Compile information and review reports related to upcoming Mid-Term or Terminal Reviews and Evaluations vii. Provide input and review of GCF Full Proposals. viii. Coordinate the Unit’s input for IPMR, including requesting and coordinating inputs from Unit colleagues, providing training to colleagues on how to input information, undertaking quality control and quality assurance of data provided, and preparing management reports on the Unit’s status on IPMR. ix. Liaise when requested with the other relevant stakeholders within UNEP, especially the Cities team, the Sustainable Mobility Unit, the Research and Market Branch and the Regional Offices Qualifications/special skillsACADEMIC i. Master’s degree in environmental policy, international affairs, engineering, environmental sciences, economic or in close-related field is required. ii. A first level degree with additional two years of qualifying experience maybe accepted in lieu of an advanced university degree;  Minimum of 6 months of technical / evaluation experience is required, preferably including evaluating large, regional, or global programmes and using a Theory of Change approach is required.  A good understanding of the buildings and construction sector is desirable.  Excellent writing and analytical, as well as research skills and good understanding of GEF project cycle and policies. It will be an asset to have experience with GEF projects and/or UNEP projects is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this consultancy, fluency (both oral and written) in English is required; knowledge of Spanish and/or French is desirable Additional InformationNot available.
