Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NS). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NS with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (the Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination (NSDOC); (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The Health and Care Department falls under the NSDOC division.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

At Geneva level the Health and Care Department focuses on two strategic directions:

      Job Purpose

      The overall objective of this consultancy is to provide support as defined in these terms of reference for the IFRC Health and Care Department’s work on health service delivery, including for malaria, neglected tropical diseases (NTDs) and vector-borne disease (VBD). The consultancy will also support work focused on National Society engagement in malaria.

      Job Duties and Responsibilities

      Support to the IFRC malaria file (5 days)

    • Support finalization of the National Society malaria document and its upload and visualization on the IFRC website

      Support on mAb/LAI (50 days)

    • Support the overall project implementation including:
    • Development of a work plan and timeline for the project
  • Development of data collection tools and plans for each country
Development of communication materials for the selected countries to manage stakeholder expectations Data collection and literature review for malaria vaccine introduction and implementation, as well as use of mAb/LAI for other diseases Data collection and literature review for protection, gender and inclusion briefs Interviews with key informants at national, regional and country level (national and sub-national) Provide support to country level activities and the overall project team on compiling information and developing reports

Support on NTD/VBD (10 days)

Support the defining of an IFRC/NS-focused plan for engagement in NTDs Support the defining of an IFRC/NS-focused plan for engagement in VBDs

Alignment to the IFRC’s Strategy 2030

The consultancy aligns to the Federation’s Strategy 2030 as it supports the achievement of Global Aims:

Global Aim 1: People anticipate, respond to and quickly recover from crisis.

Global Aim 2: People lead safe, health and dignified lives and have opportunities to thrive.

Project objectives and timelines:

Objective #2: Support (re)engagement of National Societies in malaria activities through ensuring that up-to-date resources are available and aligned with global technical guidance from WHO.

Desired outcomes: Red Cross / Red Crescent National Societies can access malaria technical resources.

Objective #3: National Societies and IFRC are engaged in health service delivery, neglected tropical diseases and vector-borne diseases as go-to partners.

Desired outcomes: Opportunities for IFRC and National Societies for scaled up engagement in health service delivery, neglected tropical diseases and vector-borne diseases are identified and framing is in place for resource mobilization.

Support to be provided to the consultant

The consultant will be supported by the Lead, Malaria Programs, and will work with other malaria team staff, as well as various consultants that work together with the malaria team on a regular basis.

Time allocation, for budget purposes

The consultancy will be for 65 billable days from 01 December 2024 to 30 June 2025.

Travel is envisaged with the consultancy.

The consultant will be contracted by the IFRC and the standard contractual terms will apply.
Experience

Required

1-2 years working in international health. Experience with qualitative and quantitative research and knowledge extraction and management. Interest and experience in the use of digital tools for improving efficiency of service delivery.

Preferred

Experience in communicable disease would be an asset.
Knowledge, Skills and Languages

Required

Excellent English communication skills. Strong organization and project management skills.

Preferred

French or another language would be an asset.
