Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A four-month short-term contract will be given. The Universal Social Protection Department (SOCPRO) is responsible for promoting enhanced coverage and effectiveness of social protection for all through efficient, sustainable and comprehensive social protection systems, including national social protection floors, in line with the Social Protection Floors Recommendation, 2012 (No. 202), the Social Security (Minimum Standards) Convention, 1952 (No. 102) and other ILO social security standards, and reflected in the Sustainable Development Goals. It provides, at the request of member States, technical advice for the formulation of national policies, the design of social protection systems, including floors, as well as for their implementation and monitoring.
The temporary position is located within the Public finance, actuarial and statistical services Unit (SOC/PFACTS) of the Universal Social Protection Department (SOCPRO). The SOC/PFACTS Unit is responsible for providing public finance, actuarial and statistics advice to constituents by applying the principles and values of international social security standards. In this field SOC/PFACTS leads work relating to the research and monitoring of global social security trends; articulates its position on social security reform, costing and the provision of viable scheme financing options; and supports the enhancement of national institutional capacities to administer and govern social protection programmes.
This position supports the ILO-IMF Engagement on Financing Social Protection (2024-2025), initiated in response to the commitments stemming from the International Labour Conference's 2021 Conclusions concerning the second recurrent discussion on social protection. The project aims to expand fiscal space and ensure sustainable funding for social protection in nine countries: Cambodia, Comoros, Eswatini, Lebanon, Morocco, Mozambique, Paraguay, Senegal, and Thailand. Building on the successful 2021-2023 pilot, it fosters collaboration between the ILO and IMF at both country and headquarters levels, providing technical support to ministries of labour and finance and facilitating policy dialogue between these ministries, as well as with workers' and employers' organizations.
Reporting lines
The incumbent will work on the ILO-IMF Engagement on Financing Social Protection, Second Round (2024-2025) project, under the supervision of the Public Finance Specialist of SOC/PFACTS and the overall guidance of the Head of SOC/PFACTS.
the incumbent will:
First level university degree (Bachelor’s or equivalent) in economics. An advanced university degree in economics (e.g. Master or PhD in economics) would be an advantage.
Experience with the International Labour Organization or another international organization in the field of social protection would be an advantage.
Excellent command of English. A working knowledge of Spanish and/or French would be considered an advantage.
Technical competencies: Ability to carry out assignments in accordance with instructions and guidelines, ability to use analytical tools and qualitative and quantitative techniques, good analytical and problem-solving skills, ability to conceptualize, plan, coordinate and conduct straightforward research work, ability to draft clearly and concisely, good computer skills. Programming skills in STATA would be considered an advantage.
