NORCAP in cooperation with the African Union (AU) is hiring a Joint Framework Agreement (JFA) Monitoring and Reporting Expert to the Partnerships Management and Resource Mobilization Directorate
The JFA Monitoring and Reporting Expert position is for an initial period of one (1) year, the first three (3) months of which shall be on probation. The assigned duty station is Addis Ababa, Ethiopia. This is an English-speaking role and to be eligible to apply, you must be fluent in English (written and verbal). Knowledge of French language or another AU country languages is an asset.

Its Headquarters is located in Addis Ababa, Ethiopia.

Under the direct supervision of the JFA-Coordinator and in close collaboration with the staff of the Division, the expert carries out the following functions:
Main Responsibilities
Maintains effective working relationship with the JFA-PAPS Unearmarked Fund Manager.Validates compliance with the JFA provisions and related bilateral agreements.Provides technical support for the development and adaptation of guidelines, Standard Operating Procedures (SOPs) of monitoring and evaluation tools including data collection and management tools.Provides technical support on monitoring and reporting to beneficiary departments.Ensures that the JFA and the trilateral (Member States, AUC and Partners) meetings are conducted as per agreed schedules.Maintains effective working relationship with the External Resources Management Division of Finance Directorate.Takes part in the preparation of annual JFA Results Framework Matrix.Suggests strategies on enhancing the quality of reports.Specific Responsibilities
Supports beneficiary departments on preparing annual workplans for the projects under the JFA.Compiles the JFA narrative reports and confirms that the report is aligned with the corresponding Financial Report.Keeps proper schedule of meetings and takes part in organizing meetings.Prepares necessary documents for the meetings with the partners and Member States.Takes minutes of the meetings.Drafts memos on budget/funds reallocation when requested by beneficiary departments.Identifies and collects lessons learnt, best practices, and constraints and suggests recommendations for improving implementation.Monitors implementation of recommendations.Meets regularly with the JFA-PAPS Unearmarked Fund Manager to get updates on the implementation of the Arrangement.Reviews quarterly financial reports and alerts departments on low execution rates.Keeps a schedule of renewal and closure of bilateral grant agreements and evaluation of programs.Coordinates the development of bilateral agreements and ensures that implementation of program actions is in line with the guidelines of relevant Memorandum of Understanding and signed agreements.Works with the JFA Finance Officer to ensure that beneficiary departments implement JFA projects smoothly and no ineligible expenditures.Liaises with the Office of Strategic Planning and Delivery on enhancing quality and timely submission of reports.Prepares call for funds disbursements for the JFA partners as per the relevant disbursement schedules.Ensures that funds receipts confirmations are sent to partners as soon as funds are released.Assists in following up implementation of recommendations of the AUC’s Internal and external auditors as well as partners contracted external auditors.Liaises with the JFA Lead Partners on implementation of the JFA Agreement and provides timely updates on operational and strategic matters as appropriate.Follows - up the implementation of audit recommendations.Performs other related duties as assigned by the PMRM management.Academic and Work Experience Requirements
Education: A bachelor’s degree in Business Administration, Finance/Accounting, Economics and related fields with a minimum of six (6) years of experience.A master’s degree in related field and qualifications in project management, and Monitoring and Evaluation or related fields will be added advantages.Language: Proficiency in one of the AU working languages, fluency in another AU language is an added advantage.Work Experience: Experience in grants management, monitoring & evaluation and related area is required. Additional required areas of experience include: Development and coordination of monitoring and evaluation systems.Working in multi-cultural environment.Planning, and workplans preparation.Organizing meetings.Logical framework approach to strategic planning and reporting.Income and expenditure analysis.Drafting grant agreements.Use of information technology tools for program and budget analysis and monitoring of budgets.Required Skills: Ability to analyze data and drafting reports.Interpersonal skillsPlanning and organizational skillsCommunication skillComputing skillsAbility to work under pressure.For more information about the project, please the Terms of Reference.
